EVERETT CITY COUNCIL PRELIMINARY AGENDA 8:30 A.M., WEDNESDAY, FEBRUARY 27, 2008 CITY COUNCIL CHAMBERS Roll Call Pledge of Allegiance Approval of Retreat Minutes: February 20, 2008 Approval of Minutes: February 20, 2008 Mayor's Comments - Council City Attorney Citizen Comments CONSENT ITEMS: (1) Adopt Resolution No. authorizing claims against the city of Everett in the amount of $1,722,813.36 for the period of February 9, 2008 through February 15, 2008 (2) Authorize Call for Bids for the construction of Sewer System Capacity Improvements "K" — Phase 1 Project (3) To approve the closure of the alley behind 2923 Colby Avenue from March 17, 2008, 9 a.m. to March 18, 2008, 9 a.m. for a St. Patrick's Day event with live music and a beer garden. The event will run from 2 p.m. to 10 p.m. Personnel must be on site and prepared to accommodate emergency vehicle access in the event of an emergency ACTION ITEMS: (to be considered individually) (4) Authorize the Mayor to sign the Local Agency Haul Road/Detour Agreement, HRD 1-0366, with Washington State Department of Transportation for detour routes while SR-528, in Marysville, is under construction (5) Authorize the Mayor to sign Amendment No. 1 to extend the Professional Service Agreement with Dykeman Architects, P.S. for the Everett Police Headquarters Flooring Replacement Project until December 31, 2008 (6) Authorize the Mayor to sign Amendment No. 1 to extend the Professional Service Agreement with ALKAI Consultants, LLC for the Everett Police Headquarters and Municipal Court Flooring Replacement Project until December 31, 2008 (7) Award Bid for the Wall Street Building, 5th and 6th Floor Tenant Improvement Project to Ebenal General Inc. in the amount of $400,734.00 (8) CB 0802-02 —3rd and final Reading - Adopt Proposed Ordinance creating a Special Improvement Project entitled, "Walter E.
