EL/ERETT Ordinance No. .0?/::)OQ An ordinance creating a special construction fund entitled "1995 Community Development Block Grant Neighborhood Improvement" Program 095 of Fund No. 360 authorizing the construction of improvements as selected by each neighborhood; Northeast Everett ($20,000), Port Gardner($20,000), Riverside ($20,000), and authorizing $60,000 in Community Development Block Grant funds for these improvements. Whereas, the City Council has recognized the need to improve the Northeast Everett, Port Gardner, and Riverside Neighborhoods; and Whereas, the City Council has allocated from the 1995 Community Development Block Grant fund $60,000 to make the needed improvements and to be divided among the Northeast Everett, Port Gardner, and Riverside Neighborhoods; and Whereas, the Northeast Everett, Port Gardner, and Riverside Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of the Community Development Block Grant funds; and Whereas, the U.S. Department of Housing and Urban Development approved the grant application for 1995 Community Development Block Grant Program: Now, Therefore, The City of Everett Does Ordain: Section 1: A special construction fund is hereby established as fund 369, entitled "1995 Community Development Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby granted to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide the following: A. Northeast Everett Neighborhood Improvements Allocate $20,000 for sidewalk improvements. B. Port Gardner Neighborhood Improvements Allocate $20,000 for pedestrian safety improvements. C. Riverside Neighborhood Improvements Allocate $20,000 for sidewalk improvements and neighborhood clean-up. Section 3: Should costs be less for the above projects than originally estimated, similar projects, upon a vote of the Neighborhood, will be funded. If project costs exceed the estimates given, the lowest priority project or projects will be dropped for funding. Section 4: Authorization is hereby given to accumulate costs and distribute payments from Fund 369 to accomplish the "1995 Community Development Neighborhood Improvements" Section 6: The Planning Director of the City of Everett under the administration of the Mayor is hereby given the responsibility working with the appropriate departments to provide the improvements as described herein.
