EVERETT <br /> ORDINANCE NO. 2050-95 <br /> AN ORDINANCE of the City of Everett establishing guidelines for City Boards <br /> regulated by Article V of the City Charter, directing that terms for all City <br /> Boards controlled by Article V of the City Charter be properly staggered <br /> and repealing Section 2 of Ordinance No. 1555-89 (EMC 2.94.020) and <br /> Section 3 of Ordinance No. 380-75 (EMC 2.28.030). <br /> WHEREAS, Section 5.2 of the City Charter provides basic requirements for all City boards <br /> except for the Library Board, the Civil Service Commission, and ad hoc boards; and <br /> WHEREAS, Section 5.2 requires that the terms for the initial appointments be staggered; and <br /> WHEREAS, there are City boards under the purview of Section 5.2 of the Charter which are <br /> not staggered, and there is inconsistency between those that are staggered; and <br /> WHEREAS, there is a need to provide consistency in the administration of City boards; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Applicability - Exceptions. <br /> A. Applicability. This ordinance applies to boards regulated by Article V of the City Charter <br /> ("boards"). <br /> B. Exceptions. This ordinance does not apply to the Civil Service Commission nor the <br /> Library Board. Further, this ordinance does not apply to ad hoc boards, including the <br /> Water Utility Coordinating Committee and the Community Housing Improvement <br /> Program Loan Review Committee. <br /> Section 2: Eligibility - Appointment - Removal. <br /> A. Eligibility. To the extent possible, considering such things as availability and expertise, <br /> board appointments will be limited to individuals who reside within the City limits of <br /> Everett. Boards may establish by ordinance, resolution or by-laws, additional criteria, <br /> including required attendance, for board members and alternates to maintain their <br /> eligibility. Except for members of the Civil Service Commission and Library Board, <br /> board members are eligible for appointment to more than one City board. City elected <br />
