• <br /> ORDINANCE NO. 2043-95 <br /> AN ORDINANCE establishing the City of Everett Multifamily <br /> Recycling Program. <br /> WHEREAS, in 1989 Everett adopted a Solid Waste Management Plan to comply with <br /> the Solid Waste Management and Recovery Act (Chapter 70.95 RCW) and established <br /> a goal of diverting 50% of its waste stream through recycling by 1995 and 65% by <br /> 2000; and <br /> WHEREAS, Everett has an interest in increasing recycling activity for a variety of <br /> reasons - reduce City's waste stream, expand local recycling services and help the City <br /> achieve its recycling goals; and <br /> WHEREAS, the City of Everett has authority to contract for solid waste services. The <br /> City would like to work with the existing service providers to provide this service. <br /> WHEREAS, although recycling services are available to multifamily complexes in <br /> Everett, participation is low and this participation by multifamily complexes, if <br /> increased, will help the City achieve its recycling goals; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> The City of Everett multifamily recycling program is hereby established. The costs for <br /> providing recycling services to multi family residents be included in the rate charged <br /> for garbage disposal services. <br /> Section 1: <br /> PROGRAM SERVICES TO BE PROVIDED <br /> City of Everett franchised recycling and garbage haulers, hereinafter referred to as <br /> "Service Providers", will provide the following multifamily recycling services in their <br /> operation areas; provided, however, in the event any Service Provider fails to comply <br /> with the provisions of this ordinance, the City may contract for the service: <br /> A. Collection of Household Recyclables <br /> The minimum level of service will include collection of: <br /> 1. Old newspaper; <br /> 2. Mixed waste paper, including cardboard; <br /> 3. Aluminum food and beverage containers; <br /> 4. Tin-plated steel food and beverage containers; <br /> 5. Glass food and beverage containers; and <br /> 6. PET #1 and HDPE #2 plastic containers. <br />
