• <br /> $z <br /> El/ElFETT <br /> ORDINANCE NO. at o4 -5:jL <br /> AN ORDINANCE of the City of Everett establishing <br /> requirements and procedures for prequalification <br /> of bidders on certain public works projects. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: FINDINGS AND BACKGROUND. The City Council of <br /> the City of Everett finds: <br /> A. That numerous bids on City public works projects are <br /> submitted by contractors and contractor personnel with <br /> whom the City has not had previous dealings and with <br /> whom the City has no previous experience on which to <br /> evaluate their background and qualifications to perform <br /> the work. <br /> B. That contractors who are inexperienced in the work to be <br /> performed, or parts thereof, sometimes underestimate the <br /> costs and as a result, suffer financial loss and submit <br /> disputed claims against the City in order to attempt to <br /> recoup their losses. <br /> C. That direct price competition among contractors <br /> experienced in the work to be performed is desirable and <br /> to be encouraged, but, where an award is made to <br /> contractor submitting the lowest bid and such contractor <br /> is inexperienced in the work, the quality of the project <br /> may be jeopardized and the time, effort and cost of City <br /> project supervision is increased. <br /> D. That inexperienced and unqualified contractors often <br /> have problems with personnel, environmental safety, <br /> supervision, and project scheduling, which problems <br /> result in delays, risk of injury to person and property <br /> and failure of the work product to meet specifications. <br /> E. That prequalification of bidders to establish capability <br /> is particularly desirable where new technology will be <br /> used or difficult working conditions will be <br /> encountered. <br />
