ORDINANCE NO. 2004-94 <br /> AN ORDINANCE creating a special fund entitled "Alverson Bridge," Fund 384, to <br /> accumulate all design and construction costs for the Alverson Bridge Project, and <br /> repealing Ordinance 1822-91. <br /> WHEREAS, on October 8, 1986, Council authorized the Public Works Department to <br /> advertise for an engineering consultant to perform the preliminary study and design for the <br /> Alverson Bridge Improvement; and as a result thereof the City entered into an agreement with <br /> Sverdrup Corporation; and <br /> WHEREAS, on May 26, 1987, Sverdrup Corporation completed the preliminary engineering <br /> study and on January 28, 1988, the City supplemented the agreement with Sverdrup <br /> Corporation to develop a detail design for the Alverson Bridge Improvement; and <br /> WHEREAS, on September 1, 1987, the City entered into an agreement with the Port of <br /> Everett providing partial funding for the design cost; and <br /> WHEREAS, on July 10, 1991, Council authorized a memorandum of understanding as <br /> amended on September 4, 1991, and June 3, 1992, between the City and the Port of Everett <br /> for a port area transportation plan and roadway improvements; and <br /> WHEREAS, The State of Washington has allocated funding for the State's portion of the <br /> Alverson Bridge Improvements; and <br /> WHEREAS, based on construction costs, additional funding and other improvements, there is <br /> a need to revise the existing ordinance; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> A special fund is hereby established as Fund 384, entitled "Alverson Bridge" to accumulate all <br /> costs for the Alverson Bridge project, and repealing Ordinance 1822-91. <br /> Section 2: <br /> Authorization is hereby given to accumulate costs and distribute payments from Fund 384 to <br /> accomplish the Alverson Bridge project. <br /> Section 3: <br /> Authorization is hereby granted for the Engineering/Public Services Director, under direction <br /> of the Mayor, to assume full and complete responsibility for conducting all tasks and doing all <br /> things to accomplish the actions authorized in this ordinance. <br />
