oiv—in <br /> RESOLUTION NO. 4412 ,407,74 <br /> , <br /> A RESOLUTION of the City Council of Everett, <br /> Washington, designating Norton Avenue in the 3100 <br /> Block as one-way northbound and designating the <br /> west side of the street as Angle Parking Only. <br /> WHEREAS, WAC 308-330-270 pursuant to RCW 46.61.135 authorizes the City Council to <br /> designate one-way streets by resolution; and <br /> WHEREAS, WAC 308-330-270 authorizes the City Council to regulate parking; and <br /> WHEREAS, vehicles have been restricted from entering Norton from Pacific Avenue by a curb <br /> extension in response to neighborhood concerns about excessive traffic volumes on Norton; and <br /> WHEREAS, parking on the west side of the street cannot be executed without turning around in <br /> a private driveway; and <br /> WHEREAS, designating the 3100 block of Norton one-way, northbound, will allow a <br /> designation of angle parking on the west side of the street; and <br /> WHEREAS, designating the west side of the street as angle parking will increase available <br /> parking for the adjacent clinic and apartment building; and <br /> WHEREAS, all residences and businesses in the 3100 Block of Norton Avenue were contacted <br /> regarding these changes with no negative responses; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> Section 1.
