"111P 1r <br /> 4-741-7"- <br /> RESOLUTION NO. 4 36 9 <br /> AN EMERGENCY RESOLUTION to address damage caused by flooding from <br /> snow and heavy rainfall in the Everett area. <br /> WHEREAS,the Utility Division of the Public Works Department has <br /> investigated and identified that the storm flooding has overloaded the WPCF plant <br /> capacity and is passing over low points along the lagoon dikes; and <br /> WHEREAS,the Utility Division of the Public Works Department has <br /> investigated and identified that slides and property damage have occured in several <br /> locations of the City that have been caused by the flooding situations and/or extreme <br /> weather conditions; and <br /> WHEREAS, the damage to the lagoon dikes needs immediate attention to <br /> maintain the integrity of the City's WPCF lagoon system; and <br /> WHEREAS, damage caused by slides needs immediate attention to prevent <br /> pollution of receiving waters, flood damage and the protection of property and human <br /> life; and <br /> WHEREAS, damage caused by flooding at Silver Lake needs immediate attention <br /> to prevent public safety problems along the adjacent roadways and property damage; and <br /> WHEREAS, as of December 31st, 1996, an urgent situation existed so as to <br /> require emergency action which could not be delayed for formal Council approval; and <br />
