RESOLUTION NO. 4274 <br /> A RESOLUTION recommending amendments to the Regional Transit Authority's(RTA's) <br /> Revised Draft Phase One Plan regarding proposed regional bus service. <br /> Whereas,the proposed RTA sytem of regional bus service is a more cost effective investment <br /> than the entire system of commuter rail service; and <br /> Whereas,three out of the four regional bus routes servicing the Snohomish Subregion are <br /> projected to be more cost effective than the system of regional bus routes; and <br /> Whereas,the RTA intends to contract with the four local transit agencies within the RTA <br /> boundary to provide, under contract,the regional bus service; <br /> NOW,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1)That the RTA revised phase one draft plan be amended to include the following: <br /> a)That the implementation of regional bus service require the establishment of performance <br /> objectives based, at a minimum,on its ongoing operating and maintenance costs and ridership. <br /> This information will be utilized to evaluate the progress, or lack thereof, regarding regional bus <br /> service's ability to reach its performance objectives on an annual basis. <br /> 2)That the SR 527 regional bus route be modified to service the Boeing Everett site in order to <br /> provide direct service for Boeing's first and second shift employees. At all other times, the route <br /> should terminate in the Everett Mall area at the South Everett Transportation Center. <br /> 3)Based on the modifications to the SR 527 regional bus route, extend the I-5 regional bus route <br /> to the North Everett Transportation Center in the vicinity of the Everett Community College <br /> from its planned terminal at the Everett Multi-Modal Transportation Center. <br /> 4)If any of the regional bus routes are discontinued after a period of operations,the unamortized <br /> capital cost of rolling stock and unexpended operating costs will be re-allocated back to the City <br /> of Everett on a pro-rata basis to complete other high capacity transit projects. <br /> c z. <br /> Councilp-rson Introducing th esolution <br /> PASSED and APPROVED this 22nd day of May, 1996. <br /> ouncil President Anderson <br />
