RESOLUTION NO. 4272 <br /> A RESOLUTION recommending amendments to the Regional Transit Authority's (RTA's) <br /> Revised Draft Phase One Plan regarding I-405 HOV Lane funding. <br /> Whereas, funding for the continued completion of the core HOV lane system in Snohomish <br /> County is extremely important for its economic growth and promotion of HOV travel <br /> alternatives; and <br /> Whereas,the completion of the I-405 HOV lane segment from SR 522 to I-5 (Swamp Creek <br /> Interchange) is part of the core HOV lane system; and <br /> Whereas, during the 1996 state legislative session, partial funding of this segment was provided <br /> to complete its design and right of way acquisition phases; and <br /> Whereas,though not located within the City of Everett,the City wholeheartedly supported and <br /> advocated the inclusion of this funding in the state transportation budget during the 1996 <br /> legislative session; and <br /> Whereas, Everett remains committed to completing the I-405 and other segments of the core <br /> HOV lane system in Snohomish County; and <br /> Whereas,the State has re-affirmed its authority and responsibility to plan and fund the <br /> development of the core HOV lane system through adoption of revisions to its Statewide <br /> Freeway High Occupancy Vehicle Policy on May 16, 1996; and <br /> Whereas,the current draft plan suggests that the $52 million cost to complete the I-405 HOV <br /> lane segment from SR 522 to I-5 be taken away from a set of investments listed under <br /> "Community Connections"which are primarily high capacity transit investments for and within <br /> the City of Everett; and <br /> Whereas,the City of Everett believes that it is imperative for the State to act on its responsibility <br /> to fund core HOV lane system improvements, not only the I-405 segment, but also the core <br /> system up to SR 2; <br /> NOW,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1)That the RTA revised phase on draft plan be amended to include the following: <br /> a)That the RTA support the Washington State Transportation Commission revisions to its <br /> Statewide Freeway High Occupancy Vehicle Policy: specifically that"the Commission retains <br /> ulitimate responsibility to ensure facilities are developed and operated according to HOV system <br /> objectives," and that"the Commission assumes the responsibility to fund freeway HOV lanes." <br /> b)That the first set of investments listed under"Other Community Connections/HOV Lanes"be <br /> maintained as part of the final phase one plan. These projects include the East Everett Park and <br /> Ride, the North Everett Transportationt Center, the Lynnwood Park and Ride enhancements, the <br /> 112th St Park and Ride/Flyer Stop and Funds for other Projects. <br />
