RESOLUTION NO. 4272 A RESOLUTION recommending amendments to the Regional Transit Authority's (RTA's) Revised Draft Phase One Plan regarding I-405 HOV Lane funding. Whereas, funding for the continued completion of the core HOV lane system in Snohomish County is extremely important for its economic growth and promotion of HOV travel alternatives; and Whereas,the completion of the I-405 HOV lane segment from SR 522 to I-5 (Swamp Creek Interchange) is part of the core HOV lane system; and Whereas, during the 1996 state legislative session, partial funding of this segment was provided to complete its design and right of way acquisition phases; and Whereas,though not located within the City of Everett,the City wholeheartedly supported and advocated the inclusion of this funding in the state transportation budget during the 1996 legislative session; and Whereas, Everett remains committed to completing the I-405 and other segments of the core HOV lane system in Snohomish County; and Whereas,the State has re-affirmed its authority and responsibility to plan and fund the development of the core HOV lane system through adoption of revisions to its Statewide Freeway High Occupancy Vehicle Policy on May 16, 1996; and Whereas,the current draft plan suggests that the $52 million cost to complete the I-405 HOV lane segment from SR 522 to I-5 be taken away from a set of investments listed under "Community Connections"which are primarily high capacity transit investments for and within the City of Everett; and Whereas,the City of Everett believes that it is imperative for the State to act on its responsibility to fund core HOV lane system improvements, not only the I-405 segment, but also the core system up to SR 2; NOW,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: 1)That the RTA revised phase on draft plan be amended to include the following: a)That the RTA support the Washington State Transportation Commission revisions to its Statewide Freeway High Occupancy Vehicle Policy: specifically that"the Commission retains ulitimate responsibility to ensure facilities are developed and operated according to HOV system objectives," and that"the Commission assumes the responsibility to fund freeway HOV lanes." b)That the first set of investments listed under"Other Community Connections/HOV Lanes"be maintained as part of the final phase one plan. These projects include the East Everett Park and Ride, the North Everett Transportationt Center, the Lynnwood Park and Ride enhancements, the 112th St Park and Ride/Flyer Stop and Funds for other Projects.
