RESOLUTION NO. 4270 <br /> A RESOLUTION expressing support to be part of a Regional Transit Authority that is <br /> encouraged to adopt a final phase one regional transit plan that is balanced,comprehensive <br /> and equitable. <br /> Whereas,the Everett City Council completely and wholeheartedly supports the overall vision of <br /> developing a balanced, comprehensive and equitable regional transit plan which provides <br /> citizens with travel alternatives in the face of growing traffic congestion and gridlock that is <br /> overwhelming the Puget Sound; and <br /> Whereas,the current boundary of the RTA needs to remain essentially unchanged in order to <br /> support the development of a regional high capacity transit system; and <br /> Whereas,the Everett City Council would like to support a ballot measure to raise funds to <br /> implement a balanced, comprehensive and equitable regional transit plan as long as the plan <br /> fairly addresses transportation needs in the City of Everett; and <br /> Whereas, in order to maximize the transportation benefits from a regional transit plan,the <br /> Everett City Council identified a set of regional investments for the City(Resolution 4240) <br /> which were recommended for inclusion in the RTA's revised draft phase one plan; and <br /> Whereas,the RTA Board adopted a revised draft phase one plan on March 29, 1996; and <br /> Whereas,the draft plan includes a series of investments for the City which attempts to positively <br /> respond to the priorities established by the Everett City Council in Resolution 4240; and <br /> Whereas,the Everett City Council continues to desire to be part of the Regional Transit <br /> Authority in its mission to help implement a High Capacity Transit improvement program; and <br /> Whereas,the improvements in the draft plan for the City of Everett support the implementation <br /> of a High Capacity Transit program but should be modified to improve their service and cost <br /> effectiveness; <br /> NOW,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1)That the City of Everett wants to be part of the Regional Transit Authority. <br /> 2)That the RTA Board incorporate the recommended City of Everett amendments into the draft <br /> phase one plan. <br /> 3)That the final phase one plan to be adopted by the RTA Board must fairly address the <br /> transportation needs in the City of Everett. <br /> 4)That the City of Everett looks forward to reviewing the draft plan as amended on May 24, <br /> 1996 in considering its position regarding the final phase one plan,tentatively scheduled for <br /> adoption by the RTA Board on May 31, 1996. <br />
