EL/E?ETT <br /> RESOLUTION NO. 4i21)10 <br /> A RESOLUTION identifying the Everett City Council's recommended investment <br /> package for the City of Everett to be included in the Regional Transit Authority's <br /> revised Phase One Plan. <br /> WHEREAS, the Everett City Council completely and wholeheartedly supports the <br /> overall vision of developing a balanced, comprehensive and equitable regional transit <br /> plan which provides citizens with travel alternatives in the face of growing traffic <br /> congestion and gridlock that is overwhelming the Puget Sound region; and <br /> WHEREAS,the Everett City Council would like to support a ballot measure to raise <br /> funds to implement a balanced, comprehensive and equitable regional transit plan as long <br /> as the plan fairly addresses transportation needs in the City of Everett; and <br /> WHEREAS, in order to maximize the transportation benefits from a revised phase one <br /> plan, the Everett City Council has identified a set of regional transit investments for the <br /> City which are recommended for inclusion in the revised plan, based on the following; <br /> WHEREAS, Snohomish County is one of the fastest growing counties in the United. <br /> States; and <br /> WHEREAS, the City of Everett, with nearly 80,000 residents, is the largest city in <br /> Snohomish County and serves as the County's center of employment, finance, and <br /> government; and <br /> WHEREAS,the City of Everett's population is projected to nearly double over the next <br /> 16 years, further increasing its role as a metropolitan center and making transportation <br /> improvements in and around Everett even more critical for the economic health of the <br /> region; and <br /> WHEREAS, overall travel demand in the City will increase approximately 50 percent <br /> over current levels by the year 2012; and <br /> WHEREAS, increases in vehicle travel on the freeway system within the City range <br /> from 45 percent to 60 percent by the year 2012; and <br /> WHEREAS, the City's major north/south arterials will exceed capacity by the year 2012; <br /> and <br />
