4. -ti �4 ter. <br /> RESOLUTION NO. 4194 <br /> A Resolution establishing a Charter Review Committee and defining the <br /> responsibilities of the Committee. <br /> WHEREAS, the Charter of the City of Everett was approved by the Freeholders April 9, 1968, <br /> and adopted at a special election held June 25, 1968; and <br /> WHEREAS, specific provisions of the Charter were amended by vote of Everett citizens on <br /> November 7, 1978 and November 2, 1982; and <br /> WHEREAS, there is a need to review the Charter to ensure that the Charter remains current with <br /> the needs of the City; and <br /> WHEREAS, Everett Municipal Code Chapter 2.98 authorized the formation of a Charter Review <br /> Committee whose members shall be designated by the Mayor; and <br /> WHEREAS,the Mayor has indicated his willingness to designate seven members nominated by the <br /> City Council to serve on a 15-member Charter Review Committee. <br /> NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> Section 1: A Charter Review Committee, consisting of fifteen (15) Everett citizens, is hereby <br /> established. Seven (7) members shall be nominated by the City Council for designation by the <br /> Mayor and seven (7) members shall be designated by the Mayor. Each Council member shall <br /> designate one(1)person to make up the seven (7)members nominated by the City Council. These <br /> fourteen (14) members so designated shall nominate three persons, one of whom shall be <br /> designated by the Mayor to serve as the fifteenth member of the Charter Review Committee. The <br /> Committee so formed shall elect a chairperson from its members. The chairperson shall retain full <br /> voting rights. <br /> If a vacancy occurs on the Committee,the Mayor may designate a person to fill that vacancy. <br /> Section 2: The purpose of the Committee shall be to examine and evaluate the Charter, take <br /> public input and provide a written recommendation to the Mayor and City Council as to whether <br /> the Charter should be revised and, if so, identify the specific sections of the Charter to be changed, <br /> with an explanation as to the need for the revisions and the recommended changes. In order for a <br /> recommendation to amend a particular section of the Charter to be made to the Mayor and City <br /> Council,the recommendation must have a favorable vote of ten(10)members or more. <br /> Section 3: The Committee shall hold one or more public hearings for the purpose of considering <br /> citizens' comments concerning whether the Charter should be revised and, if so, what specifically <br /> should be changed. <br />
