1111111 <br /> RESOLUTION NO. 4130 - <br /> A RESOLUTION for waiving the public bidding requirement for the sole — <br /> source purchase from Sound Eco Systems, Inc. of BYO-GON PX-109 (a <br /> biochemical treatment product) for reducing odor generation from the <br /> treatment plant' s aeration ponds, during the warm weather months of <br /> 1995. <br /> WHEREAS, sewer odor from the Everett Water Pollution Control Facility on <br /> Smith Island has resulted in numerous telephoned complaints from <br /> residents in the Riverside and Northeast Everett Neighborhoods during <br /> 1992, 1993, and 1994; and <br /> WHEREAS, Utilities' staff have concluded that the aerated pond system is <br /> the treatment process for which odor generation is the most difficult to <br /> control due to its large size, shallow depth, and open-air nature; and <br /> WHEREAS, the Utilities Division of the Public Works Department has <br /> indicated that the reduction of the sewer odor that affects the <br /> residential areas of Everett is an immediate need; and <br /> WHEREAS, funds are budgeted for such odor control work by the Utilities <br /> Division; and <br /> WHEREAS, BYO-GON PX-109, manufactured by Sound Eco Systems, Inc. , has <br /> been credited for enhancing pond treatment system efficiency in several <br /> applications around the United States. <br /> WHEREAS, Utilities' staff have evaluated many similar biochemical <br /> treatment additions and have found very few that have technical or <br /> performance history merit; and <br /> WHEREAS, BYO-GON PX-109, (a biochemical treatment product) , is solely <br /> manufactured by Sound Eco Systems, Inc. , is protected by three (3) U.S. <br /> Patents; and <br /> WHEREAS, BYO-GON PX-109 is available only from the manufacturer, Sound <br /> Eco Systems, Inc. , <br /> NOW, THEREFORE, be it resolved by the City Council of the City of <br /> Everett that the purchase of BYO-GON PX-109 is clearly and legitimately <br /> limited to a single source, Sound Eco Systems, Inc. , and that the <br /> Purchasing Department is authorized to purchase product for a pilot <br /> study for reducing sewer odor from the treatment plant's aeration ponds. <br /> Cost to be approximately $62 177.45, + SST. <br /> .0/ A / <br /> ouncilperson ntroducing Resolution <br /> PASSED and APPROVED this AO day of July , 1995. <br /> Council reside <br />
