1.Alp <br /> EVE?ETT <br /> RESOLUTION NO. 4104 <br /> WHEREAS, the National Railroad Passenger Corporation, or Amtrak, was <br /> established by Congress in 1970 to provide and sustain a nationwide network of <br /> intercity passenger trains; and <br /> WHEREAS, continued and increased use of passenger trains can help enhance <br /> our region's economy and global competitiveness while reducing America's <br /> reliance on imported oil; and <br /> WHEREAS, Amtrak's "Swift Rail" service to Vancouver, B.C. and "Empire" run <br /> to Chicago will play a critical role in Everett's transportation and economic <br /> development future; and <br /> WHEREAS, the development of the Everett Multi-Modal Transportation Facility <br /> is dependent on a vibrant passenger rail system; and <br /> WHEREAS, enhancement of Amtrak services and development of High Speed <br /> Rail in the Puget Sound and along the I-5 corridor from Eugene to Vancouver, <br /> B.C., can provide a viable alternative to the automobile; and <br /> WHEREAS, passenger rail service that uses existing tracks and already <br /> established railroad right of ways is a cost-effective transportation option which <br /> may be part of a revised Regional Transit Authority (RTA) plan; and <br /> WHEREAS, development of High Speed Rail in the region could be an additional <br /> tool for providing alternatives to the automobile as well as extending the lives of <br /> precious transportation resources such as Interstate 5 and the Seattle-Tacoma <br /> International Airport; and <br /> WHEREAS, the region's limited resources for additional highway construction <br /> make rail an important alternative for providing additional transportation capacity <br /> in the future; and <br />
