‘171ELS ETT <br /> CITY OF EVERETT <br /> RESOLUTION NO. 3864 <br /> A RESOLUTION for waiving the public bidding requirements and for the sole source <br /> purchase from Diachem, Inc., for a continuing supply of Cationic Polyelectrolyte this year and <br /> next. <br /> WHEREAS, the Everett Filtration Plant had a need for liquid cationic polyelectrolyte to <br /> augment aluminum sulfate in the coagulation phase of the water treatment process; and <br /> WHEREAS, the Everett Filtration Plant determined that Diafloc 3495 increases the efficiency <br /> of the coagulation process and allows us to produce a higher quality and quantity of water <br /> than was previously possible; and <br /> WHEREAS, polyelectrolyte is fed at such infmitesimal rates that the efficacy of other brands <br /> can only be tested under full plant scale conditions; and <br /> WHEREAS, the Everett Filtration Plant will not be able to evaluate other brand name <br /> polyelectrolytes until plant expansion is complete; and <br /> WHEREAS, only Diafloc 3495 has proven efficacy in the coagulation of our raw water; and <br /> WHEREAS, Diafloc 3495 is available only from Diachem, Inc. <br /> NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT pursuant to the attached memorandum the City hereby fmds that the purchase of <br /> cationic polyelectrolyte is legitimately limited to a single source, waives the requirement of <br /> calling for public bids for the acquisition of the subject cationic polyelectrolyte. Pursuant to <br /> RCW 35.23.352(9), the City hereby waives the requirement of calling for public bids for the <br /> acquisition of cationic polyelectrolyte for this year and next year. The City further fmds the <br /> purchase is clearly and legitimately limited to a single source of supply and that the cationic <br /> polyelectrolyte is subject to special market conditions. Cost of the cationic polyelectrolyte is <br /> approximately $90,000.00 each year. <br /> Council Person Introducing Resolution <br /> PASSED and APPROVED this 10th day of November , 1993 <br /> Council President <br />
