• <br /> RESOLUTION NO. 3845 EVERETT <br /> A Resolution supporting the Department of Environmental <br /> Protection Act (S. 171) , Amendment No. 334 , sponsored by <br /> Senator Bennett Johnston and supporting the proposal to <br /> elevate the Environmental Protection Agency to cabinet level <br /> status. - <br /> Whereas, the majority of the costs of unfunded federal <br /> environmental mandates imposed by the Congress are borne by <br /> local government; and <br /> Whereas, severe resource constraints have made it <br /> increasingly more difficult for local government to carry <br /> out existing federal mandates; and <br /> Whereas, it is expected that resource constraints will be <br /> more of a problem as environmental mandates continue to <br /> expand; and <br /> Whereas, it is the express concern of the elected officials <br /> of the City of Everett that environmental regulations will <br /> produce benefits to human health and the environment that <br /> justify the cost to localgovernment and the public for <br /> implementation of and compliance with these regulations; and <br /> Whereas, risk assesment, based on sound scientific evidence, <br /> and cost-benefit analysis are key tools for insuring that <br /> our citizens receive a worthwhile return on their <br /> investments in implementing and complying with human health <br /> and environmentalregulations; and <br /> Whereas, the Department of Environmental Protection Act <br /> (S. 171) , Amendment No. 334 , sponsored by Senator Bennett <br /> Johnston, will ensure that risk assessment considerations <br /> and cost-benefit analyses are incorporated into the <br /> regulations development process, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT that the council supports the Department of <br /> Environmental Protection ACT (S. 171) , Amendment No. 334 , <br /> sponsored by Senator Bennett Johnston and the elevation of <br /> the Environmental Protection Agency to cabinet level status. <br /> C•uncilperson o ucing Resolution <br /> PASSED and APPROVED this 29th day of September, 1993 . <br /> Council President <br />
