PZ--A 40FETT ORDINANCE NO. /973--9-' AN ORDINANCE relating to Prostitution, adopting Stay out of Areas of Prostitution (SOAP) Orders, adding a new section to the Everett Criminal Code, EMC 10.24.210. WHEREAS, the City Council has heard testimony from City of Everett Police Officers and from the Everett City Prosecutor concerning the scope and magnitude of the prostitution problem in those areas of the City of Everett set forth in the ordinance and that the frequency of prostitution activities in those areas occurs at all hours of the day and night - seven days a week, and that within these areas are bars, taverns, motels and rooming houses most frequented by area prostitutes and their customers. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. A new section is added to the Everett Criminal Code, Title 10 to be entitled Stay out of Areas of Prostitution Orders and codified as EMC 10.24.210. Section 2. STAY OUT OF AREAS OF PROSTITUTION ORDERS . 1 . Stay out of Areas of Prostitution Orders, hereinafter known as "SOAP" orders may be issued by the Everett Municipal Court to anyone charged with prostitution, soliciting for a lewd act, prostitution loitering or patronizing a prostitute under Chapter 10.24 of the Everett Municipal Code as a condition of pre-trial release. 2. SOAP Orders may be issued by the Everett Municipal Court to anyone convicted of prostitution, soliciting for a lewd act, prostitution loitering or patronizing a prostitute under Chapter 10.24 of the Everett Municipal Code as a condition of probation. 3. Whenever a police officer shall have probable cause to believe that a person has received a SOAP order as a condition of pre-trial release or of probation and in the officer's presence is seen violating or failing to comply with any requirement or restriction imposed by the court as a 1
