1 RESOLUTION NO. 33/3-- <br /> 2 <br /> 3/,2 A RESOLUTION directing that seasonal limitations on clearing and <br /> grading be considered and that a recommended program be <br /> 3 presented to Council for Council 's consideration related to <br /> providing ongoing inspection of environmentally sensitive <br /> 4 projects during the clearing and grading process. <br /> 5 <br /> WHEREAS, the City Council finds that the public has expressed urgent <br /> 6 <br /> concerns regarding environmentally sensitive sites and their development; and <br /> 7 <br /> WHEREAS, the City Council finds that the City of Everett has stepped to <br /> 8 <br /> the forefront in recognizing the need to protect environmentally sensitive <br /> 9 <br /> streams, wetlands, steep slopes and natural buffers by doing such things as <br /> 10 <br /> adopting Section 37 of the new Zoning Code; and <br /> 11 <br /> WHEREAS, the City Council finds that there is a need to assure <br /> 12 <br /> developer compliance with all project conditions and City regulations; <br /> 13 <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> 14 <br /> EVERETT that the Public Works Department should consider placing seasonal <br /> 15 <br /> limitations on all clearing and grading to minimize erosion and to protect <br /> 16 <br /> the habitat resources in the drainage basins; and <br /> 17 <br /> BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that <br /> 18 <br /> the City Administration shall provide the City Council with a recommended <br /> 19 <br /> program which establishes ongoing site inspection on sites which are <br /> 20 <br /> environmentally sensitive such as those covered by Section 37 of the Zoning <br /> 21 <br /> Code during all clearing, excavating, and filling with emphasis being placed <br /> 22 <br /> on developers ' compliance with all project conditions and City regulations. <br /> 23 <br /> Additionally, as part of the recommended program, a report shall be provided <br /> 24 <br /> Council which evaluates the personnel needs generated by this program and <br /> 25 <br /> associated costs including innovative methods of funding any additional <br /> 26 <br /> expenditures. <br /> 27 <br /> 28 <br /> 1 a, <br /> 29 grnci person troi.cing Reso ution <br /> 30 ,ty� <br /> PASSED and APPROVED this a6day of , 1990. <br /> 31 <br /> 32 <br /> Cou i res.' n <br /> (0098) <br />
