Resolution # ()q/ <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY <br /> COMMI'ITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT <br /> FOR ACQUISITION OF SNOHOMISH RIVER WATERFRONT PROPERTY. <br /> WHEREAS, the Everett City Council acknowledges the need for an additional <br /> waterfront regional park on the Snohomish River; and <br /> WHEREAS, under the provisions of the Marine Recreation Land Act state and <br /> federal funding assistance has been authorized and made available to aid in <br /> financing the cost of land for parks and the construction of outdoor <br /> recreational facilities for local public bodies; and <br /> WHEREAS, the City Council of the City of Everett considers it in the best <br /> public interest to develop a regional park in the central part of the city <br /> located near Lowell Community adjacent to the Snohomish River comprising of <br /> approximately 1,100 lineal feet of waterfront and seven (7) acres of land; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON, <br /> 1. That the Mayor be authorized to sign a formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance. <br /> 2. That any fund assistance so received be used in the acquisition of the <br /> seven (7) acres of riverfront land on the Snohomish River near Lowell known as <br /> the Maltby Property. <br /> 3. That $100,000 be authorized and appropriated as a source of revenue in <br /> the 1989 City of Everett budget from the general fund as the local share of <br /> the proposed acquisition of the Maltby Property. <br /> 4. That $100,000 be authorized and appropriated as a source of revenue in <br /> the 1989 City of Everett budget from IAC matching funds for the acquisition of <br /> park property on the Snohomish River known as the Malbty Property. <br /> 5. That the combined amounts above of $200,000 be authorized and <br /> appropriated as a source of revenue to, and as a form of expense in, the 1989 <br /> Parks and Recreation Budget, Fund 101, Program 857. <br /> 6. That the City of Everett does hereby certify that the City is <br /> responsible to support all non-cash commitments to the local share should they <br /> not materialize. <br /> 7. That any property acquired with financial aid through the Interagency <br /> Committee for Outdoor Recreation be placed in use as an outdoor recreation <br /> facility and be retained in such use in perpetuity unless otherwise provided <br /> and agreed upon by the City of Everett, City Council, the Interagency <br /> Committee for Outdoor Recreation and any affected federal agency. <br /> 8. That this resolution become part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> 9.
