4 RESOLUTION NO. / 1 70 A RESOLUTION accepting the Northeast Everett neighborhood's recommendations for expenditure of $100,000 of Community Development Block Grant funds; specifying the improvements to be made; and authorizing the preparation of a Plans and Systems Ordinance for construction and project implementation in June, 1981. WHEREAS, the City Council has recognized the need to improve public facilities in the Northeast Everett Neighborhood; and WHEREAS, on July 23, 1980, the City Council authorized $50,000 of 1980 Block Grant funds to be used for engineering and design of the 1981 improvement projects to be constructed in Lowell, Port Gardner, Northeast, Riverside, and WHEREAS, numerous neighborhood meetings have been held to discuss project .roposals; and WHEREAS, on October 21, 1980, residents of the Northeast Everett neighborhood held a neighborhood-wide meeting at which residents voted on proposed projects; NOW, THEREFORE, be it resolved by the City Council of the City of Everett hat: 1. The following projects be implemented or constructed with the $100,000 available through the 1981 Community Development Block Grant Program as recommended by Northeast Everett residents. (The project which received the greatest number of votes is listed as A, the project which received the next greatest number of votes is listed as B, etc.) A. Construct sidewalk on the west side of Walnut from 9th Street to Butler (estimated project cost: $4,100). B. Construct curb, gutter, and sidewalk on both sides of the 1200 block of Maple (estimated project cost: $51,000). C. Continue youth recreation program (project cost: $12,000). D. $1,000 to the Council for a Greater Everett for neighborhood fair share assistance for support services to Northeast Everett Neighborhood Organization. E. Construct a sidewalk on the south side of Highway 99 from 7th Street to Walnut (estimated project cost: $7,600). F. Overlay roadbed on 5th Street from Pilchuck Path to Walnut Street (estimated project cost: $6,325). G. Construct curb, gutter, and sidewalk on the northwest corner of 19th Street and Pine Street intersection (estimated project cost: $1,900). 2. The Mayor be instructed to have a Plans and Systems Ordinance prepared and presented to the City Council which will officially authorize and fund the development of contract plans, specifications and detailed cost estimates and the future construction of the above improvements.
