ORDINANCE NO. 1131-9p AN ORDINANCE creating a special construction fund entitled, "Design and Construction of 7th Avenue SE Area Sewer Improvements" , Fund No. 730 for Local Improvement District (LID) No. 730, in the vicinity of 7th Avenue S.E. , from 100th Street S.E. to 110th Place S.E. , and amending Ordinance No. 1618-89 . WHEREAS, on September 13 , 1989 , the City Council passed Ordinance No. 1617-89 creating Local Improvement District No. 730, ordering the carrying out of the proposed improvements, and authorizing the issuance and sale of local improvement dis- trict warrants and local improvement district bonds to finance the improvements ordered; and WHEREAS, on September 13 , 1989 , the City Council adopted Ordinance No. 1618-89 creating a special construction fund en- titled, "Design and Construction of 7th Avenue SE Area Sewer Improvements" , Fund No. 730 for LID No. 730; and WHEREAS, (1) the construction contract amount was more than the preliminary estimate of construction cost, and (2) a formal inventory of wetlands on the properties within the boundaries of LID No. 730 has revealed that there is less assessable property within the district than what was origi- nally anticipated; and WHEREAS, Ordinance No. 1618-89 must be amended to increase the appropriation to Fund No. 730 and identify sources of rev- enue committed to cover the increase; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: Section 3 of Ordinance No. 1618-89 , which reads as follows: "Section 3 : The sum of $977,200 is hereby appropriated to Fund 730, `Design and Construction of 7th Avenue SE Area Sewer Improvements' . The source of funds for this appro- priation shall be as follows: ( 1) Fund 730, Program 893 : $611,184 from LID No. 730 assessment roll/bond sale, and (2 ) Fund 401 : $366,016 for the advancements authorized under Ordinance No. 1561-89 . The LID participants will reimburse the Utilities Division for the advancements through an additional surcharge on their sewer bills. "
