• <br /> • <br /> ORDINANCE NO. 1723-90 <br /> AN ORDINANCE creating a special fund entitled <br /> "Criminal Justice Fund No . 156 as a special <br /> revenue fund for criminal justice funding , sources <br /> of funding and conditions for termination. <br /> WHEREAS, the State of Washington approved legislation for Local <br /> Criminal Justice Assistance to cities and counties in June <br /> 1990; and <br /> WHEREAS, the State of Washington will distribute funds to the <br /> City of Everett based on two funding elements : a per capita <br /> distribution , and the city of Everett ' s designation as a "high <br /> crime" city; and <br /> WHEREAS , the State of Washington has authorized Snohomish <br /> County to levy 1/10th of 1% additional sales tax for criminal <br /> justice purposes , subject to voter approval . <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : A special revenue fund is hereby established as <br /> Fund No. 156 entitled "Criminal Justice Fund" , Program 470 - <br /> Criminal Justice, to accomplish the actions authorized in <br /> subsequent sections of this Ordinance . <br /> Section 2 : Appropriations from the Criminal Justice Fund shall <br /> only be made by the City Council , based upon recommendations <br /> from the Mayor, for expenditures related to criminal justice <br /> including capital projects , operational programs , and grants to <br /> other entities . <br /> Section 3 : Sources of funding include : <br /> A . One-time distribution from State of Washington <br /> General Fund based on City of Everett high crime <br /> designation and population, to be distributed <br /> between July 1 , 1990 and June 30 , 1991 . <br /> B . On-going distribution of Motor Vehicle Excise Tax <br /> from State of Washington based on City of Everett <br /> high crime designation and population , to be <br /> distributed periodically between July 1 , 1990 and <br /> December 31 , 1993. <br /> C. 1/10th of 1% additional sales tax , subject to <br /> voter approval in Snohomish County . <br /> Section 4 : This fund shall be a separate fund on the chart of <br /> accounts of the City, and shall annually contain an estimate of <br /> its sources of revenue , its amounts of revenue , and its <br /> budgeted appropriations for expenditures . <br />
