• <br /> ORDINANCE NO. /470 • <br /> 1 <br /> 2 AN ORDINANCE amending Section 7 of Ordinance No. 994-83 <br /> 3 EMC 46.28.070 authorizing the Police to issue parking <br /> violations and to impound vehicles for unauthorized parking <br /> 4 in disabled stalls and repealing Ordinance No. 1067-84. <br /> 5 THE CITY OF EVERETT DOES ORDAIN: <br /> 6 Section 1 : Section 7 of Ordinance No. 994-83 (EMC 46.28.070) as <br /> 7 amended, which reads as follows: <br /> 8 <br /> 9 Parking for Disabled Persons. <br /> 10 A. A person who has received a current and valid special <br /> disabled person's card, decal or license plate from the <br /> 11 Washington State Department of Licensing under RCW <br /> 46.16.380 shall be allowed to park a vehicle being used to <br /> 12 transport such person in parking meter spaces free of <br /> charge and for unlimited periods of time in parking zones <br /> 13 or areas which are otherwise restricted as to the length of <br /> time parking is permitted, This section shall have no <br /> 14 application to those zones or areas in which the stopping, <br /> parking, or standing of vehicles is prohibited or which are <br /> 15 reserved for special types of vehicles. Such person shall <br /> not be permitted the foregoing privilege unless the person <br /> 16 obtains and displays a distinguishing card, decal , or <br /> license plate issued pursuant to RCW 46.16.380. <br /> 17 B. No person shall stop, stand, or park a vehicle in a parking <br /> 18 space reserved for physically disabled persons provided on <br /> public property or on private property without charge <br /> 19 without a special license plate, card, or decal issued <br /> pursuant to RCW 46.16.380. In addition to assessing the <br /> 20 penalty identified in Section 26 of this Ordinance, the <br /> Police Department may remove and impound the offending <br /> 21 vehicle. <br /> 22 C. A parking space or stall for a physically disabled person <br /> shall be identified by: <br /> 23 1 . A painted white line at least four inches in width on <br /> 24 the improved surface delineating the perimeter of the <br /> parking space or stall ; and <br /> 25 2. A vertical sign, between forty-eight and sixty inches <br /> 26 off the ground, with the international symbol of <br /> access described under RCW 70.92.120 and the notice <br /> 27 "State disabled parking permit required." <br /> 28 3. A legend of the "international symbol of access" <br /> described in RCW 70.92.120 shall be painted on the <br /> 29 surface of the stall in white per City standards. <br /> 30 This section shall not apply to vertical signs in use on <br /> the effective date of this act, except that within two <br /> 31 years of this date each vertical sign must display the <br /> notice "State disabled parking permit required." <br /> 32 <br />
