• <br /> • <br /> • <br /> 1 ORDINANCE NO. f'q- 8� <br /> 2 <br /> AN ORDINANCE establishing special charges for connection to the City <br /> 3 of Everett sewer system and repealing Ordinance Nos. 669-80, <br /> 714-80, 715-80, 722-80, and 803-81. (EMC 14.04.180, 14.04.190 <br /> 4 and 14.08.135). <br /> 5 <br /> 6 WHEREAS, the City Council of the City of Everett finds that additional <br /> 7 connections to the City of Everett sewer system have a cumulative impact on the sewer <br /> 8 system which will require reconstruction of sewer system facilities; and <br /> 9 WHEREAS, under RCW 35.92.025, the City Council may charge a connection <br /> 10 charge to property owners seeking to connect to the sewer system in such amount as <br /> 11 the Council may determine in order that said property owners shall bear their equitable <br /> 12 share of the cost of such system; and <br /> ti <br /> 13 WHEREAS, after due deliberation at public meetings, the Council finds that <br /> 14 single family residences connected to the Everett public sewer system since October <br /> 15 1959, have paid over $800 in sewer service charges since Ordinance No. 3731, and <br /> 16 subsequent amendments and related ordinances, and that the connection charges <br /> 17 established herein reasonably relate to the equitable share of the cost of the sewer <br /> 18 system to be borne by new single family residence connections to the system; and <br /> 19 WHEREAS, after due deliberation at public meetings, the Council finds that <br /> 20 duplexes, triplexes and multiple housing complexes of four units or more connected to <br /> 21 the Everett public sewer system since October 1959, have paid over $1,168, $1,544 and <br /> 22 $514/unit, respectively, and that the connection charges herein reasonably relate to the <br /> 23 equitable share of the cost of the sewer system to be borne by new duplexes, triplexes <br /> 24 and multiple housing complexes to be connected to the system; and <br /> 25 WHEREAS, the Council finds that $640 for each 900 cu. ft. of estimated <br /> 26 sewerage effluent reasonably relates to the equitable share of the cost of the sewerage <br /> 27 facility which should be borne by new commercial or industrial connections ($800 <br /> 28 minimum); and <br /> 29 WHEREAS, the Council further finds that property assessed under ULID #1 <br /> 30 should be exempt from trunk and lateral connection charges pursuant to Ordinance <br /> 31 No. 627-79 (EMC 14.04.090, 100, 110 and 120) and should be required to pay only 17.5% <br /> 32 <br />
