ORDINANCE NO. 3652-18 <br /> An Ordinance integrating the Housing and Community Development Citizen <br /> Advisory Committee and the Human Needs Citizen's Advisory Committee by <br /> establishing a new Citizen's Advisory Committee on Housing, Community <br /> Development, and Human Needs issues, amending Ordinance No. 342-74 and <br /> Ordinance 2975-07 and repealing Ordinance 1555-89 <br /> WHEREAS, The Housing and Community Development Citizen's Advisory <br /> Committee (CAC) was established under Ordinance No. 342-74 to advise the city <br /> council on matters relating to the preparation of the community's application for the <br /> Title I Funds under the Housing and Community Development Act of 1974 and is an <br /> obligation of the City's approved Housing and Urban Development citizen <br /> participation plan for entitlement jurisdictions; and <br /> WHEREAS, The CAC also advises the city council on other state and federal <br /> funding for programs and/or projects that benefit low-income community members <br /> including HOME Investment Partnership and Affordable Housing Trust Funds; and <br /> WHEREAS, Ordinance No. 1555-89 formed the Human Needs Advisory <br /> Committee to make recommendations to the city council for the allocation of human <br /> needs grant funds serving the community's basic needs for children, homeless, and <br /> developmentally disabled people; and <br /> WHEREAS, both committees evaluate the needs of low-income, disabled, <br /> elderly, and people with social or economic barriers; <br /> WHEREAS, both committees identify community priorities and make <br /> recommendations on available funding, often times to the same service or program <br /> providers; and <br /> WHEREAS,there is community value to a comprehensive assessment approach to <br /> funding programs and projects benefiting low income people and other people in need; and <br /> WHEREAS, consolidating the CAC and Human Needs Advisory Committee will <br /> allow an enhanced opportunity to recommend distribution of available funding for the <br /> greatest community impact; <br /> NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 1 <br />
