ORDINANCE NO. - ,2 411 Q 7.: <br /> 1 AN ORDINANCE establishing a system of <br /> 2 personnel administration which shall pro- <br /> 3 vide means to recruit, select, develop and <br /> 4 maintain an effective and responsive work <br /> 5 force and shall include policies and pro- <br /> 6 cedures for employee hiring, advancement, <br /> 7 training and career development, job classi- <br /> 8 fication, salary administration, retirement, <br /> 9 fringe benefits , discipline, discharge and <br /> 10 other related activities . <br /> 11 WHEREAS , It is in the best interest of the citizens of <br /> 12 Everett that the system of personnel administration of the <br /> 13 City guarantees that all appointments and promotions in the <br /> 14 City service shall be based on merit and fitness , without <br /> 15 regard to sex, race, religion or political affiliation, <br /> 16 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 17 Section 1 : Council. The Everett City Council shall pro- <br /> 18 vide for all legislation relating to City employment. Such <br /> 19 legislation may include, but shall not be limited to: <br /> 20 1 . A salary and wage plan, establishing various posi- <br /> 21 tions and, where necessary, minimum qualifications <br /> 22 for positions . <br /> 23 2 . Enumeration of officers and positions excepted from <br /> 24 jurisdiction of Civil Service Commission. <br /> 25 3. Order and manner of layoff. <br /> 26 4 . Working conditions and benefits . <br /> 27 Section 2 : Personnel Officer. The Mayor, or his author- <br /> 28 ized representative, shall be the Personnel Officer of the <br /> 29 City . The Personnel Officer shall prepare and administer <br /> 30 all City personnel matters from comprehensive personnel rules <br /> 31 and administrative procedures based upon this ordinance .
