• <br /> • <br /> CITY OF EVERETT, WASHINGTON <br /> ORDINANCE NO. <br /> AN ORDINANCE providing for the refunding of <br /> the outstanding Local Improvement District No. <br /> 687 Installment Note by the issuance and sale <br /> of Local Improvement District No. 687 Bonds; <br /> fixing the amount, form, date, interest rate, <br /> maturity and denominations of such bonds; and <br /> directing the issuance and sale thereof to <br /> Wm. P. Harper & Son & Company of Seattle, <br /> Washington, and declaring an emergency to exist. <br /> WHEREAS , pursuant to Ordinance No. 30-69 , passed by the <br /> City Council and approved by the Mayor on December 2 , 1969 , Local <br /> Improvement District No. 687 was created for the improvement of <br /> Hardeson Road from SR 526 to a point approximately 3500 ft. north, <br /> and of an unnamed street (about 78th Street) from Hardeson Road <br /> to a point approximately 3100 ft. west, by the construction of <br /> sanitary sewers and a lift station, together with the necessary <br /> appurtenances , and by doing such other work as may be necessary in <br /> connection therewith to make a complete improvement, all in accordance <br /> with plans and specifications prepared by the City Engineer; and <br /> WHEREAS , pursuant to Ordinance No. 135-71, passed by the <br /> City Council and approved by the Mayor on April 7, 1971, the <br /> assessments and assessment roll of Local Improvement District No. <br /> 687 were approved and confirmed in the total amount of $178 , 780 .05 , <br /> and $15 ,622. 99 was paid in cash during the 30-day cash prepayment <br /> period, leaving a total amount unpaid of $163, 157 .06 , and under date <br /> of May 27, 1971, the City issued and sold to the Local Improvement <br /> Guaranty Fund of the City its Installment Note in the amount of <br /> $163,157.06 ; and <br /> WHEREAS, under the provisions of RCW 35 .45 .155, any city <br /> is authorized to refund such note or the principal thereof then <br /> outstanding payable from any one local improvement district fund <br /> by the issuance of local improvement district bonds pursuant to <br />
