ORDINANCE NO. 28-69 AN ORDINANCE establishing and fixing the authority, duties and compensation of the Finance and Budget Director for the City of Everett. WHEREAS, the financial function in the City of Everett is in a state of transition whereby more activities and responsibilities are attached to it than has been done in the past, and the expanded use of data processing, the newer techniques of management-oriented accounting, centralized purchasing and other advancements in financial functions have become more complex and demanding from a managerial standpoint requiring one position to provide a link between the Mayor and the entire financial operations of the City, and WHEREAS, it is deemed necessary that the position be created by the Council immediately which will provide the necessary link between the Mayor and the expanded financial operation of the City. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: Finance and Budget Director. The office of Finance and Budget Director of the City of Everett is hereby established. The Finance and Budget Director shall have the authority and responsibility for the direction and super- vision of all accounting methods and procedures for all departments of the City and shall be in general charge of all financial operations of the City and shall report directly to the Mayor. In particular, the Finance and Budget Director shall have the authority and responsibility for the supervision and direction of the City Clerk - Comptroller Department, the Parking Meter Department and the Treasurer Department, as set forth in Chapter 1. 16 of the Everett City Code (Ordinance No. 4335). The compensation for the Finance and Budget Director shall be $1, 460. 00 per month. Section 2: This ordinance supplements Ordinance No. 4335 (E. C. C. 1. 16) and shall be codified as E. C.
