" 1"ai AN ORDINANCE AUTHORIZING THE AMENDING, SUPPLEMENTATION, CHANGE OR MODIFICATION OF THE ZONING ORDINANCE OF THE CITY OF EVERETT AND SETTING FORTH THE PROCEDURE THEREFOR AND AMENDING ORDINANCE No. 3572, SECTION 21, AS AMENDED, (EVERETT CITY CODE 15. 04. 430). WHEREAS, Section 5. 4 of the Charter of the City of Everett, effective 1968, directs that there shall be a Planning Commission which shall be an advisory board with the duty of making recommendations to the Council, Mayor and other City Departments on the City's broad planning goals and policies and on such plans for the development of the city as its present and future needs may require, and WHEREAS, the execution of the above described duties of the Planning Commission require that the Planning Commission review and make recommendations regarding proposed amendments, supplementations, changes or modifications of the Zoning Ordinance of the City of Everett: NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Everett City code 15. 04. 430 (Ordinance No. 3572, Section 21 as amended) is hereby amended in full to read hereafter as follows: "15.04.430 Amendments (a) By subsequent ordinances the City Council may amend, supple ment, change, or modify this ordinance or any part thereof. Amendments to this ordinance shall be initiated in the following manner only: 1. Motion of the City Council. The City Council may by resolu- tion, request or motion require that due notice be given, public hearing held, and recommendation be given by the Planning Commission to the City Council regarding an amendment, supple- mentation, change or modification of this ordinance or any part thereof. 2. Motion of the Planning Commission. The Planning Commissio of its own motion, after due notice and public hearing, may submit to the City Council a recommendation for amendment, supplementation, change or modification of this ordinance or any part thereof. 3. Petition. The Planning Commission shall accept a petition from an owner, or the authorized representative of an owner, of property within an area proposed for zoning reclassification. Such petition shall list the names, mailing addresses, and proper- ty descriptions of the legal owners and/or contract purchasers of property proposed for reclassification and the names, mailing addresses, and property descriptions of the legal owners and/or contract purchasers, certified by petitioner to be correct, of all property within a distance of 300 feet from the boundaries of the
