On May 23, 2014, ECE Officer Keirsey received a copy of a letter that the <br /> Respondent had sent to the City of Everett Planning Department. The letter listed <br /> the renovation work performed on the residential structure by the Respondent and <br /> subcontractors. The construction work had been completed without all required City <br /> permits. (Exhibit#8, Email from Steve ingalsbe dated May 23, 2014 with attached <br /> letter) (Testimony of Code Enforcement Officer Keirsey) <br /> 7. On June 10, 2014, Ted Budden, City of Everett Building Division Inspector, Jeff <br /> Heilman, City of Everett Building Division and the Respondent conducted an <br /> inspection of the basement studio apartment and observed the following conditions: <br /> a. Permits were required for work performed on electrical, plumbing, building and <br /> mechanical systems to convert the basement of the residential structure into a <br /> studio apartment. <br /> b. Basement headroom did not meet height requirement by code for occupied <br /> space. <br /> The alterations of the electrical, plumbing, building and mechanical systems in the <br /> basement of the residential structure were done without required City permits, and <br /> the structure is considered as unlawful pursuant to the IPMC. Inspector Budden <br /> posted an unlawful structure placard on the structure. On June 17, 2014,the City issued a violation citation to the Respondent for <br /> violations of International Residential Code (IRC) 2009 105.1 Permits Required as <br /> adopted by EMC 16.005.010; Everett Municipal Code(EMC) 19.2.080(A) Land Use; <br /> and International Property Maintenance Code (IPMC) 106.1 Unlawful Acts as <br /> adopted by EMC 16.005.010. Copies were mailed to the Respondent via first class <br /> and certified mail to the Respondents last known address which ECE Officer <br /> Keirsey obtained from Snohomish County Assessors Record. A copy was posted at <br /> the property. Each method of service used is independently sufficient to provide <br /> notice. (Pursuant to EMC 1.20.010.C.1) (Exhibit#4, Violation Citation dated June <br /> 17, 2014 with mail receipts) (Exhibit#5, Declaration of Service dated June 17, 2014 <br /> with photos) (Testimony of Code Enforcement Officer Keirsey) <br /> 9. On July 16, 2014, ECE Officer Keirsey did a street sight view of the property and <br /> observed and photographed that there had been no change to the property. She <br /> conducted a search of building records and found that the Respondent had not <br /> applied, or obtained, the required City permits to make repairs to the plumbing, <br /> building and mechanical systems of the basement studio apartment on the property. <br />
