' City of Everett 00 2213 - 1 <br /> Diversion Dam Road Phase 3 UT 3707 & UT 3708 <br /> ' SECTION 00 2213 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> PART 1 - GENERAL <br /> 1.1 GENERAL <br /> A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. <br /> Before award, the Bidder must also meet the supplemental bidder responsibility criteria <br /> ' listed below. Further, the apparent low Bidder and second apparent low bidder must <br /> submit the Bidder Qualification Statement (Section 00 4513) and any other <br /> documentation listed below to the City within one business day after the bid opening, <br /> ' unless the City's project manager, in writing, allows additional time. The City reserves <br /> the right to require such documentation from other bidders also. <br /> ' 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience <br /> ' 1. Criteria: <br /> a. The Bidder must have successfully completed at least five (5) Similar <br /> .Projects within the five (5) years prior to bid opening. <br /> b. The Bidder's project manager for the Project must have successfully <br /> ' supervised to completion at least (5) Similar Projects within the (5) years <br /> prior to bid opening. <br /> c. The Bidder's principal foreman for the Project must have successfully <br /> ' supervised to completion at least (5) Similar Projects within the (5) years <br /> prior to bid opening. <br /> 2. Definition of Similar Project: <br /> a. A "Similar Project" means a project that meets all of the following <br /> requirements. A combination of projects that meet all requirements may be <br /> accepted as one project: <br /> ' 1) Awarded total contract value of at least $300 thousand dollars. <br /> 2) Drilling and Shooting sold rock faces. <br /> 3) Production of crushed rock. <br /> 4) Managed and operated timber sales. <br /> 1 5) Pioneering of logging roads. <br /> 6) Excavated and Installed 48" or larger culverts. <br /> 7) Market, fall, yard, and haul forest products. <br /> ' 3. Documentation: The Bidder shall submit the Bidder Qualification Statement as <br /> provided in Section 00 4513. The City may also use independent sources of <br /> information that may be available to demonstrate whether the Bidder is in <br /> ' compliance with these criteria. <br /> 4. Evaluation: In evaluating whether these criteria are met, the City may check <br /> references for the previous projects and may evaluate the project owner's <br /> assessment of the Bidder's performance, including but not limited to the following <br /> ' areas: <br /> a.
