A draft outline for the Facility Plan document is attached to this scope of work. It includes elements to be developed in in the facility planning process, and identifies interim work products (e.g., technical memoranda [TMs])that will provide the content for each Facility Plan section. BC intends to develop interim work products organized consistent with the anticipated Facility Plan sections and content, such that those products can slot into the appropriate sections when the Facility Plan is drafted. Scope Task Descriptions The task descriptions below include an objective statement, activities/approach,task assumptions, and work products designating which service or item will be provided by BC and Everett staff to complete the task. Scope assumptions applicable to the overall project are included below. Project-level Assumptions: • Interim Work Products (e.g., TMs) will be developed in line with anticipated Facility Plan sections and content, and will be tailored to slot directly into the Facility Plan. • All deliverables, with the exception of the final Facility Plan, will be delivered in electronic PDF format, with no printed copies. • The City's PM will coordinate locations and Everett staff attendance and participation at for project meetings and workshops • City PM will provide timely, consolidated staff review comments on draft work products. • Meetings and workshops assume 1 hour of travel time each way between BC's Seattle office and either the Everett City Utilities Office or the Water Filtration Plant • Mileage will be budgeted assuming half of the project meetings and workshops are conducted at the Everett City Utilities Office and half at the Water Filtration Plant. • Everett will provide requested plans, construction records, asset information, operational data, and related information to the extent available, and provide access to plant staff for workshops and interviews. • Everett will identify projected future water demands (likely from the City's most recent Water System Plan)for use in WFP evaluations and development of the Facility Plan. • The draft scope does not include geotechnical or detailed seismic evaluation services, with the exception of review of an existing City seismic study to develop prioritization recommendations on potential seismic improvements • The scope of assessment is limited to areas within the WFP fence line, plus Portal 4. It is assumed that the City will identify priority areas and systems for inspection and assessment within the available scope and budget. • For budgeting purposes, it's assumed the duration of the Project will be July 2019 - October 2020. The actual project schedule will be developed as part of the PM task. • The City will provide water use forecast data. No water use data development is included in this scope.
