• Work extent and sequence: The scope of work and budget allocation to each task is based <br /> on a number of assumptions regarding how the work is envisioned to proceed. Given the <br /> nature of planning work, the actual level of effort required for each task may require <br /> reallocation of funds from one task to another. Therefore,the overall budget estimate for <br /> the project defines the extent of the scope of work for this phase of the project. The <br /> Consultant will document any proposed task budget reallocations and all requested changes <br /> to this Scope of Work using a Project Change Request(PCR) Form. The Consultant Project <br /> Manager will collaborate with the City Project Manager to develop an approach for <br /> addressing the change(s). The City Project Manager will review all changes and provide the <br /> Consultant with written approval to modify the existing scope, schedule, and budget prior to <br /> proceeding with any new work activities. <br /> Facility Plan Tasks: <br /> Facility Plan tasks will focus on assessing, prioritizing, and developing projects to address key capital <br /> needs for the WFP. The Project includes assessments of: physical condition of WFP assets <br /> (including Everett staff interviews); resiliency, reliability and redundancy; solids dewatering <br /> technologies; water quality and regulations; and plant performance and capacity. <br /> Task 101 - Condition and Criticality Assessment <br /> Objective: Evaluate existing assets through a visual condition assessment process and review of <br /> operational history, and document deficiencies. Assess criticality of assets. Document the findings <br /> to serve as inputs to the project identification and prioritization process under subsequent tasks. <br /> Activities/Approach: This task includes the following activities: <br /> Review available record drawings, asset lists, and maintenance history to prepare for field <br /> inspections. <br /> Develop a Condition and Criticality Assessment Plan, describing the methodology to be used for field <br /> condition assessment and desktop criticality assessments. Submit a draft of the Plan to obtain <br /> City input and buyoff on the methodology. Update and submit a final Plan in preparation for <br /> field inspections. <br /> Conduct a workshop with Plant Staff to obtain information about known condition and performance <br /> issues and deficiencies, identify areas for focused condition assessment, and discuss resiliency, <br /> reliability, and redundancy issues and considerations, and discuss water quality issues and <br /> concerns. <br /> Conduct a field inspection of facility/system-level assets, using visual assessment of existing <br /> facilities focusing on the following disciplines: <br /> o Structural <br /> o Mechanical <br /> • Process Mechanical (e.g., pumps, valves) <br /> • Building Mechanical (e.g., HVAC) <br /> o Electrical <br /> o Instrumentation and Controls <br /> Page 14 <br /> (Form Approved by City Attorney's Office November 1,2009) <br />
