Risk assessment will consist of a probabilistic risk register and a qualitative discussion of failure
risks and consequences (e.g., impact of specific asset failures on WFP function).
The workshop will include discussion of information needed to conduct Task 102 - Resiliency,
Reliability, and Redundancy Assessment.
Everett Responsibilities
Provide Record drawings, existing asset information, maintenance records, and all pertinent plant
information to support the assessment, including helping to populate asset lists for site
inspection.
Provide internal COE memos and meeting notes detailing maintenance needs.
Participate in workshop and field inspections with appropriate operators and other staff.
Meetings
Condition Assessment Workshop and site inspections (up to 3 days)
Work Products
Condition and Criticality Assessment Plan TM, draft and final
Workshop Facilitation including Agenda and Meeting Notes, draft and final.
Condition and Criticality Assessment Results TM, draft and final.
Task 102 - Resiliency, Reliability and Redundancy(3R)Assessment
Objective: Identify key assets and processes that need to be improved to provide for necessary plant
robustness.
Activities/Approach: This task includes the following activities:
Evaluate mechanical, electrical, controls, piping, and storage systems for reliability and redundancy.
Conduct conceptual evaluation of WFP plant ability to treat up to three different future source water
quality scenarios. Scenarios will be mutually agreed by BC and the City.
Conduct review of existing Water Supply Risk Assessment Study(Carollo, June 2012) and existing
Water Quality Resiliency Assessment Technical Memorandum (Water Supply Forum, 2016),
limited to elements at the Water Filtration Plant, and add relevant projects identified in the
assessments to the Capital Improvement program developed in Task 107. Re-prioritize projects
identified in the studies relative to other projects identified in the Facility Plan, and develop
updated cost estimates for those projects sourced from the studies. (Note: review of studies
and identification of projects to be carried forward is included in this task; effort for re-
prioritization and updated cost estimating for those projects is included under Task 107).
Develop overall risk analysis for the WFP considering the ramifications and probabilities of possible
failure scenarios. Risk analysis is assumed to encompass a probabilistic risk register and a
qualitative discussion of failure risks and consequences.
Document risk assessment in 3R Assessment TM and submit draft TM for City review.
Revise based on City comments and submit final 3R Assessment TM.
Task Assumptions
Reliability and redundancy determinations for mechanical, electrical, controls, piping, and storage
systems will be based on information collected in Task 101. All determinations will be based on
Page 17
(Form Approved by City Attorney's Office November 1,2009)
