o Pumping equipment and surge anticipation for pump stations
o Chlorination system piping - degradation of piping may be an issue
o Valves- in the filter gallery and elsewhere
o Pipes/valves coming into clearwells
o Drives/paddles/bearings for flocculators
o Redwood baffles in clearwells
o 2, 3, 4 line air gaps
o 5 line air gap
o Filter underdrains
o Backwash pump #2 - check valve, air entrainment issues, building modification (i.e., roof
access to pumps)
o Inlet structure (screenhouse) - valve replacement/rehabilitation, general structure
assessment
o Portal 4 -conduct the following:
• Structural condition assessment: structure has experienced significant corrosion from
internal atmospheric conditions resulting from open channel flow of chlorinated treated
water
• Ventilation assessment: evaluate potential options for mitigating impacts of indoor
chlorinated atmosphere (e.g., enhanced passive or active ventilation, barriers to isolate
chlorinated water from indoor air, and/or removal of equipment from building)
Field inspections will adapt and utilize tablet based electronic forms used on similar BC projects to
efficiently document consistent information from inspections.
The Condition and Criticality Assessment Plan may include specialty vendor inspections (e.g.,
remote-operated submersible or drone) if needed to address certain assets. An expense budget
allowance of$7,500 is included in this task to allow for those potential services.
The Condition and Criticality Assessment Plan will assume no specialty testing, specialty evaluation
of equipment or materials, or structural testing or modeling; those services may be added to the
project scope if identified as a need based on review of existing information and/or field
assessment activities.
Development of the Condition and Criticality Assessment Plan will include an opportunity for City
comment on the Consultant team's proposed methodology. If the Condition Assessment Plan
review results in a substantive change in methodology or level of effort from what is assumed in
this scope, the scope and budget may need to be modified.
The condition assessment site inspections will be done in accordance with City and BC health and
safety procedures, with appropriately trained City staff in attendance. The condition assessment
team will enter spaces that are typically occupied/entered by City Operations and Maintenance
staff. No permit-required confined space entry is currently anticipated to be performed by the
condition assessment team. BC and the City will jointly determine safe methods to complete
necessary inspections, which may include visual inspection of equipment or structural
components from walkways above, remote inspection technologies, or access to confined
spaces by appropriately trained City or BC staff, or by specialty vendors hired by the City if
confined space entry is determined to be the most feasible method of inspection.
Page 16
(Form Approved by City Attorney's Office November 1,2009)
