Review existing State regulations. <br /> Assess trends in future regulations and issues applicable to Everett. <br /> Assess existing water quality data. <br /> o Characterize seasonal trends in water quality parameters (e.g.turbidity, TOC, etc.) since the <br /> last Facilities Plan was developed. <br /> o Compare recent(i.e. past 7 years)trends with historical data to characterize any shifts in <br /> water quality since treatment was last optimized. <br /> Review Partnership for Safe Water guidance. <br /> Estimate range of potential future water quality. <br /> o Develop list of future scenarios that could feasibility alter raw water quality (e.g.fires or <br /> landslides in the watershed, reservoir depth changes resulting from altered precipitation <br /> patterns, algal blooms, etc.) <br /> o Review literature and case studies to assess how water quality changed for utilities that <br /> experienced such events. <br /> o Project future water quality ranges that may result from such events, if the City were to <br /> experience them. <br /> Conduct a Regulatory and Water Quality Workshop to discuss the material reviewed under this task <br /> o The workshop will focus on potential upcoming regulations, the City's ability to meet those <br /> regulations with current water quality, and the City's ability to meet current and potential <br /> upcoming regulations if future water quality is altered. <br /> Develop and submit a draft Regulatory and Water Quality Assessment TM. <br /> Revise based on City comments and submit a final Regulatory and Water Quality Assessment TM. <br /> Task Assumptions <br /> Data provided by the City will be in an electronic format that capable of being directly entered in <br /> Microsoft Excel (e.g. .csv, .xls, .xlsx, or tab-delimited text files) <br /> Up to 3 BC team members will participate in the 3-hour Regulatory and Water Quality Assessment <br /> Workshop to be held after all initial data and information reviews have been completed. <br /> Regulatory and Water Quality Assessment TM is anticipated to be approximately 15-20 pages, <br /> excluding appendices. <br /> Everett Responsibilities <br /> Participate in workshop. <br /> Provide raw water quality data, for a period of 20 years. Data set will include any sampling <br /> conducted by the City for constituents that are currently not regulated. <br /> Provide any information related to past, present, or potential future water quality or regulatory <br /> concerns known to the City. <br /> Meetings <br /> Regulatory and Water Quality Workshop <br /> Work Products <br /> Workshop Facilitation including Agenda and Meeting Notes, draft and final. <br /> Page 19 <br /> (Form Approved by City Attorney's Office November 1, 2009) <br />
