If possible, a draft CIP TM including both near-term and long-term capital projects will be delivered <br /> by May 2020. At a minimum, a preliminary draft CIP TM that provides the estimated cost and <br /> timing of near-term projects will be delivered by May 2020, with the full CIP TM delivered as a <br /> follow-up draft. <br /> Task Assumptions <br /> The Improvements Screening and Ranking Workshop will be scheduled for 4 hours, and will be <br /> attended by 4 Consultant staff. <br /> The CIP Development Workshop will be scheduled for 4 hours, and will be attended by 4 Consultant <br /> staff. <br /> The CIP is assumed to include 40 or fewer projects advanced to a planning level scope (i.e., 1-3 <br /> paragraphs describing the required work), planning-level cost estimate (Class 5 AACE estimate, <br /> with accuracy range of +100% and -50%), and preliminary CIP implementation scheduling. More <br /> definition will be developed for projects with estimated cost of greater than $300K (which are <br /> typically categorized by the City as capital projects) versus project with estimated cost of less <br /> than $300K (which are typically categorized as 0&M projects). <br /> Everett Responsibilities <br /> Participate in workshops, including advance review of preliminary CIP materials. <br /> Assist with identification of future 0&M efforts and risks associated with completing or not <br /> completing CIP projects, and with cost estimates for future 0&M and risk costs as inputs for <br /> decision making model. <br /> Provide guidance about appropriate CIP fiscal loading schedule. <br /> Meetings <br /> Improvements Screening and Ranking Workshop <br /> CIP Development Workshop <br /> Work Products <br /> Workshop Facilitation including Agendas and Meeting Notes, draft and final. <br /> Capital Improvement Program TM, draft and final. <br /> Task 108 - Facility Plan <br /> Objective: Develop a Facility Plan to document evaluations and recommended improvements. <br /> Activities/Approach: This task includes the following activities: <br /> Compile a detailed Facility Plan outline that encompasses products from previous tasks. <br /> Develop the text associated with each section (as identified in the draft Facility Plan outline attached <br /> to this scope of work), compiling content from TMs and other documentation into a single <br /> Facility Plan report. <br /> Submit the draft Facility Plan report for City review <br /> Conduct a Facility Plan Comment Review Workshop to discuss City comments on draft Plan. <br /> Conduct a Facility Plan Outcomes Workshop with Everett management to present outcomes of the <br /> facility planning effort. <br /> Obtain City comments on the draft Facility Plan and make revisions. <br /> Page 22 <br /> (Form Approved by City Attorney's Office November 1,2009) <br />
