. <br /> • <br /> ti . . • * w <br /> ORDINANCE NO. 4192 <br /> AN ORDINANCE of the City of Everett, Washington, providing <br /> for the submission to the qualified electors of the City at a special <br /> election to be held therein on February 7, 1967, of a proposition of <br /> whether or not the City should issue its unlimited tax levy general <br /> obligation bonds in the principal amount of $4,500,000 for the purpose <br /> of providing funds to pay the cost of improving a substantial number <br /> of arterial and main streets throughout the City, and declaring an <br /> emergency to exist. <br /> WHEREAS, it is deemed necessary and advisable that a <br /> substantial number of arterial and main streets throughout the City <br /> of Everett, Washington (hereinafter called the "City"), be improved <br /> by widening, paving and channelization, by the acquisition and in- <br /> stallation of traffic signals, signs and control devices, Sand that <br /> certain rights-of-way necessary to carry out such program of street <br /> improvements be acquired; and <br /> WHEREAS, in order to provide the funds necessary to make <br /> such improvements it is deemed necessary and advisable that the City <br /> issue and sell its unlimited tax levy general obligation bonds in the <br /> principal sum of $4,500,000; and <br /> WHEREAS, the Constitution and laws of the State of Wash- <br /> ington provide that the question of whether or not such bonds may be <br /> issued for such purposes must be submitted to the qualified electors <br /> of the City for their ratification or rejection; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : It is hereby found and declared that the welfare, <br /> safety and convenience of the people living within the City require it <br /> to carry out the plans hereinafter provided. <br /> Section 2 : The City shall improve the following named <br /> avenues, streets, roads, boulevard, lane and drive by the acquisition, <br /> construction and installation of the following described improvements : <br /> 1. Norton Avenue - 22nd Street to Alverson Boulevard, widen and pave to <br /> arterial standards. <br /> 2. Norton Avenue Bridge at 22nd Street, build additional bridge to provide <br /> four traffic lanes and channelization. <br /> 3. Norton Avenue - 25th Street to 22nd Street, widen and pave road to <br /> arterial standards. <br /> 4. 10th Street - Rucker Avenue to Highway 99 North, widen and pave for <br /> safer traffic flow. <br /> 5. Colby Avenue - 41st Street to 35th Street, widen and pave to permit <br /> two traffic lanes in each direction and shannelization. <br /> 6. 16th Street - Rucker Avenue to Rockefeller Avenue, widen and pave <br /> for safer traffic flow. <br /> 7. East Grand Avenue - Walnut to 23rd Street, widen and pave to provide <br /> Freeway access to North end of City. <br />
