Ted de Budden <br /> From: Ted de Budden <br /> Sent: Monday,April 24, 2017 4:37 PM <br /> To: Tony Lee; Leroy McNulty; Kevin Fagerstrom <br /> Cc: Steve Ingalsbe; Paul McKee;Steve Goforth <br /> Subject: 2930 Hoyt Ave <br /> Gentlemen, <br /> In response to concerns about the use and occupancy of buildings located at 2930 Hoyt Ave. an inspection was <br /> conducted 4/20/2017 <br /> Representatives from the Building Department included Electrical Inspectors Bearda and Banks, Plan Review Architect <br /> Haley, and Chief Inspector de Budden. <br /> Fire Marshall McNulty and Assistant Fire Marshall Goforth were also present along with representatives of the building <br /> owners and prospective buyers. <br /> The following is a list of concerns and deficiencies discovered through inspection,observation, and research. This <br /> summary is not intended to be a complete list of all code violations and deficiencies that may exist within these <br /> buildings. <br /> Main building <br /> 1. An extremely deteriorated attached stairway-fire escape structure remains in place at the westerly rear yard area. <br /> This structure has been determined previously by this department to be a Dangerous and Unsafe Structure as defined by <br /> code.(IPMC 305.4 and 108.1.1) <br /> 2.The main building is a three story structure with basement, being used as a six unit apartment building. Records and <br /> inspection observations indicate that this building has been altered to include additional apartments and spaces at some <br /> point in the past. Permits and approvals for these alterations have not been located.Alteration of structures without <br /> required approvals is a violation of code(IPMC 108.1.4) <br /> 3.Six gas fired hot water heaters are installed in the basement portion of this building.The venting of these appliances is <br /> not code compliant. Evidence of dangerous back drafting of flue gasses is apparent.All of these gas heaters and <br /> associated venting is extremely deteriorated from corrosion.These hot water heaters are Unsafe Equipment as defined <br /> by code. (IPMC 108.1.2) <br /> 4. Required smoke alarms were found missing at numerous locations throughout the building. (IPMC 704.2) <br /> 5. Electrical code violations were witnessed throughout the building including but not limited to: incorrectly wired <br /> electrical circuits, habitable spaces that are missing required receptacles, panels that lack required working clearances, <br /> electrical equipment and panels that lack required access, Missing hub at meter, missing GFCI receptacles, exposed non- <br /> metallic"romex"wiring, pinched conductors,flexible cords being used for permanent wiring, missing box extenders in <br /> combustible construction,etc.All in violation of code(IPMC 605 and NEC) <br /> 6.Some rooms appear to lack required area or square footage. (IPMC 404.4.4) <br /> 7. Egress openings that are damaged or not operable were observed in the upper attic apartment. (IPMC 702.4) <br /> 8.Stairway rise and run at main porch and to and upper apartment not code compliant(IFC 1104.10) <br /> 9.Stairway luminaires missing. (IPMC 605.3) <br /> 10.The laundry room located in the basement area of the building lacks minimum ceiling height. (IPMC 404.3) <br /> In summary,this building has numerous life safety hazards and conditions that are violations of code.This building in its <br /> current condition is an Unlawful and Unsafe Structure as defined by code. (IPMC sections 108.1.4 and 108.1.1) <br /> Due to these deficiencies, it is my recommendation that this building be condemned. Emergency electrical and <br /> mechanical repairs should be conducted immediately to allow n partial or temporary use of the structure. <br />
