EXHIBIT A <br /> SCOPE OF WORK <br /> NWFHA will prepare an update to the 2011 City of Everett Analysis of Impediments to Fair Housing Choice that <br /> includes the elements set forth in sections 2.17,2.18,and Ch.2—Appendix(Suggested format for the Analysis of <br /> Impediments")of the HUD Fair Housing Planning Manual(FHPM).The AI will include the following elements: <br /> • Introduction <br /> • Executive Summary <br /> • Consortium area jurisdictional background data,including <br /> ❑ demographics,income,employment,and housing data,including data from the U.S. Census Bureau(2010 <br /> Census and 2019 American Community Survey),Washington Office of Financial Management(Population Survey) <br /> and School Districts <br /> ❑ fair housing complaints filed with Fair Housing Center of Washington,administrative complaints filed with <br /> the US Dept.of HUD and the Washington State Human Rights Commission,and lawsuits filed within the <br /> jurisdiction; <br /> ❑ fair housing testing conducted by FHIP grantees or other agencies,if any,and results <br /> ❑ HUD Tables&Maps <br /> ❑ Housing Authority data <br /> ❑ Federal Reserve HOME Mortgage Disclosure Act(NMDA)data <br /> ❑ Community Reinvestment Act(CRA)data <br /> ❑ other data possessed by the City that is useful or necessary to carry out the project) <br /> ❑ other data that may evidence achievement of Fair Housing Choice within the jurisdiction <br /> ❑ such data that is possessed by the City and is useful or necessary to NWFHA in order to carry out the <br /> project. <br /> o NWFHA anticipates assistance from City staff in identifying and supplying any other relevant data or <br /> documents.The City will not be required to retain additional consultants,do research,or obtain additional data for <br /> use by NWHFA at the City's expense. <br /> • Outreach to fair housing stakeholders and the general public <br /> ❑ Purpose:to ensure inclusion of individuals and groups that represent protected classes and persons with <br /> disabilities,families with children,immigrants,homeless persons,racial and ethnic groups,civil rights commissions, <br /> organizations working with low-and moderate-income persons,tenant's rights organizations,legal service <br /> programs,NAACP,veterans organizations,public and private housing providers,fair housing organizations,local <br /> governments in the Consortium,banks and other financial institutions,other interested organizations and the general <br /> public. <br /> ❑ Distribute one written survey to community stakeholders, <br /> ❑ Conduct interviews with community agency and organization representatives serving stakeholder <br /> populations <br /> o Conduct three public meetings in coordination with the City to be held in different geographical areas of <br /> the City of Everett. <br /> o NWFHA will invite participants,prepare agendas,handouts and other presentation materials and maintain <br /> transcripts and minutes of the meetings and citizen comments and input received. <br /> • Analysis of data,including <br /> ❑ examination of private market issues that relate to the rental of housing,including provision of property <br /> management services; <br /> ❑ examination of private market issues that relate to the sale,mortgage lending,appraisal,and insurance <br /> underwriting of housing; <br /> ❑ evaluation of public policies and practices which affect the provision of fair housing including but not <br /> limited to public services; state and local laws,ordinances,and regulations;planning and zoning laws and decisions; <br /> land use regulations;housing and community development funding policies and practices;and property tax policies <br /> including,but not limited to tax exemptions; <br /> ❑ siting of group homes; <br /> ❑ compliance with Fair Housing Act accessibility requirements for new construction of multi-family housing <br /> units; <br /> • Assessment of the jurisdictions' current fair housing legal status, <br /> • Identification of Impediments to Fair Housing Choice in public and private sectors,including <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated August 16,2019) <br />
