CITY OF EVERETT STREETSCAPE EVALUATION <br /> Agreement with Perteet Inc. July 2019 <br /> EXHIBIT"A" <br /> SCOPE OF WORK PERTEET INC. <br /> EVERETT STREETSCAPE EVALUATION <br /> PROJECT UNDERSTANDING <br /> The City of Everett adopted the Downtown Everett Streetscape Plan under Council Resolution 6106 in 2009. <br /> Since that time many components of the plan have been implemented.Plant containers and hanging flower <br /> baskets are mentioned as street furnishings in the plan but the locations,concentrations,and frequency of these <br /> features is not expressly designated in the plan for implementation,operations,and maintenance. In the current <br /> streetscape condition,some areas of the downtown have high concentrations of seasonal flower containers and <br /> baskets while other locations have less of these specific furnishings. <br /> Issues: <br /> • Disproportionate and somewhat random concentrations(areas of very high and low concentrations) <br /> with clusters of plant containers and hanging baskets. <br /> • High concentrations of planters at some locations are constricting public pedestrian access. <br /> • Crime Prevention through Environmental Design(CPTED)is not being followed where planters exceed 3 <br /> feet in height and are clustered together. <br /> • Planters are used exclusively for spring/summer seasonal flower color and lack winter interest and can be <br /> visually detracting in winter when seasonal flowers are removed. <br /> • Irrigation of planters is inconsistent—some are on automatic irrigation and most are not. <br /> • Some planters are obscuring public art. <br /> • Many plant containers are not as specified in the Streetscape Plan but the lower height containers could <br /> be used more effectively at some intersections to provide refuge location for pedestrians at busy <br /> intersections. <br /> • Curb bulb planters have majority areas of bare mulch and are not being effectively utilized for year-round <br /> groundcover and perennial color interest. <br /> • Lack of an implementation plan to designate container and basket locations. <br /> • Lack of designation of city vs.private party seasonal flower and planting areas to memorialize who <br /> maintains what. <br /> Task 1 —Assistance for City to Prepare/Edit Streetscape Inventory Drawings. <br /> Perteet will assist the City of Everett to prepare a CAD drawing set from existing CAD files to better demarcate an <br /> illustrate items related to the key project issues. Perteet has been provided with existing conditions CAD files for <br /> the streetscape that need to be verified and partially modified by the City to better depict the current physical <br /> conditions and constraints of the streetscape and to add a few features relevant to improving the design <br /> placement of plant containers and hanging baskets.To assist in this effort,the Perteet Landscape Architect will <br /> work with Everett Parks to devise an inventory protocol for hand sketching corrections on printouts of the provided <br /> CAD drawings and for the City to make CAD drawing modifications to create a simplified schematic inventory <br /> drawing set. Sketching and inventory work will occur by Everett Parks staff.After inventory sketches are produced <br /> by Everett Parks,CAD corrections will be completed by Everett Parks to graphically simplify and more <br /> cleanly/clearly present the existing locations of containers and baskets in the context of the urban streetscape and <br /> in spatial association to street trees,public art locations, bike racks,trash receptacles,recycling receptacles,seat <br /> walls,above-ground utility boxes,and light poles.
