In order for a Special Property Use Permit to be issued within the City <br />of Everett, the criteria for a Special Property Use Permit as set forth <br />in EZC 41.150.0 must be satisfied. These criteria include: <br />A. The need of the neighborhood, district, or City for proposed <br />special property use. <br />B. The adequacy of streets, utilities, and public services required <br />to serve a proposed use. <br />C. The impact of traffic generated by the proposed use on the <br />surrounding area, pedestrian circulation, and public safety; and <br />the ability of the proponent to mitigate such potential impacts. <br />D. The provision of adequate off-street parking, on -site circulation, <br />and site access. <br />E. Compatibility of proposed structures and improvements with <br />surrounding properties, including the size, height, location, <br />setback, and arrangement of all proposed buildings and facilities, <br />especially as they relate to light and shadow impacts on more <br />sensitive land uses and less intensive zones. <br />F. The number, size, and location of signs, especially as they relate <br />to more sensitive land uses. <br />G. The landscaping, buffering, and screening of buildings, parking, <br />loading, and storage areas, especially as they relate to more <br />sensitive land uses. <br />H. The generation of nuisance irritants such as noise, smoke, dust, <br />odor, glare, visual blight, or ocher undesirable impacts. <br />I. Consistency with the goals and policies of the Everett General <br />Plan for the area and the land use designation in which the <br />property is located. <br />Each of these criteria will be address in the following findings. <br />6. The Washington State Department of Revenue, which is responsible for the <br />collection of taxes due the State of Washington, has three separate <br />divisions which have different responsibilities. As a result, the <br />Department has significant need for large amounts of office space. For <br />the past three years the Department has operated out of two locations in <br />Everett, with the main office being at 35th and Broadway. Currently, <br />there is insufficient office space to operate at this location, and thus <br />the Department seeks more room. The need for the proposed Special <br />Property Use Pcruit is apparent. <br />
