The existing we of <br />the building is office and the proposed use will be office. <br />16. The Everett General Plan designates the subjsc.` property as 4.2/Highway <br />Commercial end 2.5/Clinic, Medical, and Professional offices. The <br />General Plan also states that governmental offices are encouraged to <br />locate in an area other than the proposed site. The area encouraged for <br />governmental we is identified as the Goverment Center and it includes <br />the type of activities as proposed on -site. Although the proposed site <br />is outside of the Government Canter area of the General Plan, because of <br />the need for a large amount of office space, and because of the limited <br />space available for this major governmental administrative office in the <br />Government Center, a Special Property Use Permit is appropriate. <br />17. The proposed project will be consistent with the City of Everett's <br />ordinances and State and Federal regulations. <br />18. In addition to the Special Property Use Permit criteria of EZC 41.150.C, <br />special findings and conclusions must be issued for the location of <br />goverment and quasi -goverment activities with the use of a Special <br />Property Use Permit. These criteria are not forth in EZC 41.150.D.1.a. <br />They include: <br />A. In order for a a-iernment administrative office or building to be <br />established outside of those areas of the B-3 som located mouth <br />of Everett Avenue and north of Pacific Avenue, the Applicant shall <br />demonstrate that the proposed we will provide clearly superior <br />service to the public in an alternative location or that locating <br />in the B-3 cone will be harmful to the downtown core. <br />B. All governmental office, administrative office, or public service <br />office buildings and uses located in the areas designated <br />"Government Center/Administrative Services" (3.3) or "Government, <br />Social, and Human Services" (3.4), by the Everett General Plan <br />shall be subject to the evaluation criteria of paragraph C but <br />shall be evaluated using Review Process IIA. <br />C. Setbacks for governmental public service buildings and uses <br />located oL•side the B-3 zone shall be determined during the review <br />process as necessary based upon the impact the proposed use or <br />building will have on the surrounding properties. <br />
