Marco Spani <br />SPU 7-90 <br />Page -6- <br />19. The Department of General Administration of the State of Washington <br />advertised in July, 1989, for office space for the Applicant. Only two <br />bids were received which satisfied the needs of the Applicant. One of <br />the bids was within the Governmental Core area but involved a rental <br />rate that was such greater than that permitted by the State. The only <br />property that was submitted for bid that sat the State's space and <br />rental rate requirements was the subject property. This reduced rental <br />rate and availability of space help provide superior service to the <br />public for this governmental operation. <br />20. In addition to the above referred to bids, the Applicant conducted a <br />survey of available office space in the City of Everett and in <br />particular the Core Area. The results of the survey indicated that no <br />more than 6,200 square feet of space was available for lease. This <br />amount of space is nct enough size to satisfy the needs of the <br />Applicant. <br />21. The proposed use is located outside the designated goverment areas and <br />is subject to Review Process 3.B and not 2.A. Criterion i2 as set forth <br />in Finding #18 is not applicable. <br />22. No additional building or construction is required and setbacks will <br />remain as developed. <br />23. The Applicant submitted that the proposed parking <br />aithe <br />aetibupated <br />satisfies parking needs and no future parking pr■e <br />The Applicant indicated that if there is a problem, parking would be <br />available at the First Covenant Church. The First Covenant Church, <br />which has approximately 50 spaces, is over 1,400 feet away from the <br />subject property. <br />uires that <br />24. The Applicant requested slimination of the requirements iscnotition that demonstratedgwithin six <br />if compliance with parking <br />months of occupancy of the building, the occupancy of the building at <br />4201 Rucker Avenue by the Washington State Department of Revenue shall <br />be in violation of the Everett Zoning Code. The Applicant indicated <br />that because of the long term lease that will be required, this <br />condition could create a problem with the lease of the building. <br />25. The Everett Planning Department submitted recommendation of approval of <br />the proposed Special Property Use Permit subject to the conditions as <br />set forth in the staff report. <br />CONCLUSIONS <br />1. The application is for the approval of a Special Property Use Permit for <br />the allowance of a lease of a building outside the B-3, Central Business <br />District zone, in the area south of Everett Avenue and north of Pacific <br />Avenue. The requested permit is for the allowance of the Washington <br />State Department of Revenue to lease a building for guiernment <br />administrative office space at the property located at 4201 Rucker <br />Avenue, Everett, which is outside the Central Business District some. <br />
