C <br />� <br />PLANNING DIRECTOR DECISION <br />SPU # 02-010 <br />June 25,2002 <br />The Cih� of Everett Planning Director grants approval of a request by VoiceStream PCS III <br />Cotporation to replace an existing 29-foot tall, wood, ut:lity pole with a 49-foot tall, wood, utility <br />pole. Three panel antennas will be attached near the top of the pole and up to four 6.5-foot tall <br />cabinets will be placed on the south side of the existing building at 4330 Rucker Ave�ue. T.._ <br />following conditions apply: <br />1. Public Works Permit is reyuired for this project. Detailed drawings in accordaace a�ith Ciry <br />Design and Conswction Standards shall be submitted to the Public Works Department <br />showing all required improvements in d�e public right-of-way and associated grouud based <br />equipment. The placement of the pole sl�all be coordmated with the City of Everett to avoid <br />conflict with the w�dening/improvement of Evergreen Way at this locat�on. Public Works <br />Department approval of these drawings is required prior to any permits being issued. All <br />improvements shall be completed and approved warranted before the final approval is <br />granted. <br />2. Provide Type lIl landscaping between Rucker Avenue and the existing pazking lot on the <br />north side of the building. <br />3. Provide a solid wood fence or vegetative screen around the equipment compound. <br />Obtain a Building Permit. <br />The Planning Director approved th�: request based on the following general and specific evaluation <br />criteria as required by Section 41.150.0 & D of the City of Everett Zoning Code: <br />The need of the neighborhood, district, or City for a proposed special property use. <br />Finding: The Applicant states that there is limited service coverage for this area. The <br />facility is needed to provide adequate telecommunication needs for the users in this area. <br />Conclusion: The proposed use provides a public benefit. <br />2. The adequacy of streets, utilities aed public services required to serve s proposed <br />use. <br />Finding: Rucker Avenue is being improved and widened at this time. 'fhe <br />communication facility requires telephone and electrical services. <br />Conclusion: Streets and utilities are adequate to serve the proposed use.
