Morse Construction Group <br />Site Plan Modification <br />Page -3- <br />9. The Applicant indicated that very seldom is there a traffic overflow. <br />He contended that adequate parking spaces are available, and the change <br />in the parking design will not be detrimental to the neighborhood nor to <br />the aesthetic quality of the site. <br />CONCLUSIONS <br />1. The application is for a modification of the Concomitant Agreement <br />entered between the City of Everett and Andy Zuanich on July 11, 1984. <br />The modification is to allow conversion of the existing understructure <br />parking to office space and the creation of surface parking. The <br />building is located at 5516 South First Avenue, Everett, Washington. <br />2. The parking standards for the City of Everett require eighteen parking <br />spaces. The relocation of the understructure parking to the surface <br />parking will adhere to these requirements. <br />3. With preservation of landscaping and use of the surface for parking, no <br />aesthetic detrimental impact will result. <br />4. With the access to the site off of South First Avenue, no significant <br />safety impact to traffic on Lenora Street will occur. <br />5. The modification appears reasonable and satisfies the zoning <br />requirements for B-2 zoned property in the City of Everett. <br />DECISION <br />Based upon the preceding Findings of Facts and Conclusions, the testimony and <br />evidence submitted at the public hearing, and upon the impressions of the <br />Hearing Examiner of the site view, it is hereby ordered that the site plan <br />regulated by Concomitant Agreement to Rezone Ordinance 1049-84 is hereby <br />amended to allow the conversion of understructure parking on -site to surface <br />parking. This approval is granted subject to the following conditions: <br />1. Eighteen parking spaces must be provided on -site. <br />2. All landscaping is to be preserved and the City of Everett shall <br />determine if any additional landscaping is required. <br />3. The surface parking shall be allowed only if the understructure parking <br />is converted to office space. <br />Done and dated this 9th day of December, 1991. <br />/�. 1 1 <br />J s M.
