CO Stantec <br /> August 6,2019 <br /> Page 2 of 14 <br /> regulatory requirements(long-term investments).A secondary focus will involve estimating longer term <br /> demands on the WPCF resulting from future development within the service area, or the necessity for <br /> the City to provide wastewater service where it is not currently provided. <br /> All recommended upgrades and/or improvements will be prioritized and presented in a report.This <br /> report will be formatted to incorporate the individual sections or technical memoranda developed in the <br /> tasks described herein and identified as deliverables.This effort will build on the previously completed <br /> evaluations and will be conducted in collaboration with City staff. <br /> Task 100 Flow and Loading Projections <br /> Stantec will perform an analysis of wastewater flows and loading at the WPCF. <br /> Subtask 100.001 Land Use and Zoning <br /> Stantec will evaluate information provided by the City reflecting the land use and zoning designations <br /> within the WPCF service area including the City of Everett and any other contributing sewer districts. <br /> Stantec will also consider demographic data available for the service area utilizing information included <br /> in the City's Comprehensive Plan and provided by the Community, Planning and Economic Development <br /> Department. This information will be summarized and utilized to inform the flow and loading analysis to <br /> be conducted in this Task. <br /> Subtask 100.002 Existing Population, Flow and Loads <br /> Stantec will evaluate the historical wastewater flow and load data provided by the City, describing these <br /> in the context of existing population estimates for the WPCF service area. Existing wastewater <br /> characteristics(influent BOD,TSS,ammonia,TKN,and phosphorus)will be assessed, and peaking factors <br /> for flow and loads determined.Stantec will also review information made available by the City for <br /> industrial users within the service area and any pre-treatment program. <br /> Subtask 100.003 Future Flow and Load Projections <br /> Stantec will develop projections of future flow and loading based on land use/zoning provided in <br /> Subtask 100.001 and unit flow and loading rates developed in Subtask 100.002.The contributions for <br /> undeveloped land and growth or expansion of existing industries will also be considered in the future <br /> projections of flows and loads. Stantec will participate in up to two meetings conducted with key <br /> industry representatives and City economic development staff to discuss future industrial flows and <br /> loadings; additional communication required with existing industry to determine future discharge <br /> characteristics will be conducted by the City. <br /> Subtask 100.004 Summary of Flow and Loading Projections <br /> Stantec will prepare a technical memorandum (TM)to summarize the results of this analysis and will <br /> conduct a 3-hour workshop to review these findings with City staff. Stantec will prepare a meeting <br /> agenda and minutes and provide those to the City. Comments on the Technical Memorandum will be <br /> incorporated in the Draft Facilities Plan. <br /> Deliverables: <br /> • Draft Flows& Loads TM <br /> • Workshop with City staff to review draft TM <br /> • Meeting agenda and minutes <br />
