e) The applicr '- shall cooperate with the City and the County in the development of a <br />carpool mad program by agreeing to distribute q' ionnaires to employees who would <br />choose to v`-biuntarily participate in a computer mL._ .ring program. <br />f) Also with regard to carpooling. The applicant shall agree to: <br />(1) Establish a central "board" and regional map with two types of cards - ride <br />wanted or rider wanted type for employees to seek out their own match if the <br />computer matching program fails to materialize by December 1981: <br />(2) Provide preferential up front parking priviledges for carpool employees. <br />g) The applicant shall agree to provide bus schedule/route information racks or displays <br />at central locations within the Mall. <br />lr) The applicant shall provide bicycle racks at the main entrance off Broadway and betw <br />Payless and Frederick and Nelson in a safe and convenient manner for the use of both <br />customers and employees. <br />i) Conditions c) through h) above shall be complied with or a written agreement <br />providing for compliance with this condition shall he executed prior to issuance <br />of a building permit. <br />i) During construction all truck traffic to and from the site within the City of <br />Everett shall be on erterial streets unless othen•ise approved by the Director <br />of Public Works. <br />k) City streets are to be kept clear of dirt and debris during construction. <br />6. <br />Grading of the site will be conducted in a manner which minimizes the movement of soil <br />on the site as well as to and from the site. Both temporary and permanent erosion <br />control measures will be taken, and bare soil areas not developed within 30 days will <br />be reseeded. Any off -site movement of soil must comply with Public Works Department <br />requirements, particularly with regard to dumping of excess material. A clearing and <br />grading permit will not be issued unt:.1 a temporary erosion control plan is submitted <br />and approved by the Public Works Department. Building Permits will not be issued until <br />a permanent erosion control plan is submitted and approved by the Public Works Department. <br />l <br />7. <br />Drainage must be designed in conformance with the City's drainage ordinance, with oil - <br />water separators designed to meet LOE water quality standards; detention requirements <br />shall not be met through the use of storage in the parking areas. Detailed erosion <br />control and drainage plans together with all necessary drainage calculations must be <br />submitted to and approved by the Public Works Department prior to the issuance of building <br />- <br />permits. Rehabilitation of the existing storm water drainage facility utilized by the <br />Mall must also occur and be approved by the Public Works Department prior to the <br />issuance of occupancy permits for the new buildings <br />8. <br />The applicant shall convey to the City of Everett a power of attorney for the creation <br />of a Local Improvement District (L.I.D.) for the construction of a comprehensive storm <br />drainage system for all or a portion of the affected drainage basin. Such power of <br />attorney form shall be approved by the City Attorney. Such power of attorney shall be <br />executed and delivered prior to issuance of any building permits. <br />9. <br />Increased noise will be generated by automobile and truck traffic. Operation of the <br />' <br />Shopping Center must be in compliance with Washington State noise regulations. <br />10. <br />Exterior lighting shall be designed per I.E.S standards with the luminance distance to <br />minimize light and glare to extent feasible cn contiguous properties. <br />11. <br />A detailed landscaping plan must be reviewed and approved by the Planning Department <br />prior to the issuance of building permits. Occupancy permits shall not be issued until <br />all required landscaping is installed. <br />12. <br />Specifics on the signing requirements proposed for the shopping center shall be submitted <br />to and approved by the Planning Department prior to issuance of occupancy permits. <br />13. <br />The applicant shall be required to make a contribution to the City's utility fund for <br />the Purpose of assisting in the construction of an enlarged South End Sanitary Sewer <br />Interceptor. The existing interceptor is nearing capacity and must be upgraded in the <br />near future to accommodate new development such as this project. The Public Works <br />Director will be responsible for determining the applicant's exact financial share in <br />. <br />this sewer project based on an equitable formula to be applied to all new development <br />within the interceptor project benefit area. The applicant will make a payment <br />in a form acceptable to the Public Works Director prior to the issuance of building <br />permits for the Mall expansion. , <br />
