• k. City streets are to be kept clear of dirt and debris during construction and <br />during construction all truck traffic to and from the site within the CiLy <br />of Everett shall. be on arterial streets unlLrS otherwise.approved by the <br />Director of Public Works. <br />6. Grading of the site will be conducted in a manner which minimizes the movement of <br />soil on the site as well as to and from the site. Both temporary and permanent <br />erosion control measures will be taken, and bare soil areas not developed withi; <br />30 days will be reseeded. Any off -site movement of soil must comply with Public <br />Works Department- requirements, particularly with regard to dumping of excess materii.l. <br />A clearing and gradinq permit will not be issued until a temporary erosion control <br />plan is submitted and approved by the Public Works Department. Building Permits <br />will not be issued until a'permanent erosion control plan is submitted and at:,_ovc•d <br />by the Public Works Department. <br />7. Drainage must be designed in conformance with the city's drainage ordinance, %,rth <br />oi.l-water separators designed to meet DOE water quality standards; detention require- <br />ments shall not be met through the use of storage in the parking areas. Detailed <br />erosion control and drainage plans together With all necessary drainage calculatiens <br />must be submitted to and approved by the Public Works Department prior to the <br />issuance of building permits. Rehabilitation of the existing storm water drainage <br />facility utilized by the Mall must also occur and be approved by the Public Works <br />Department prior to the issuance of occupancy permits for the new buildings. <br />Rehabilitation shall consist of the following items: A new fence, cleaning and <br />removal of debris from the drainage pond, locate and repair outlet pipe, re- <br />establish original capacity of pond (by removing current sediment load), correct <br />- existing bank erosion from inlet pipes (through pl::cement of rockery, asphalting <br />bank, or other means acceptable to the Public Works Department). Adequate mainten- <br />ance of the drainage system•must be provided to insure that system capacity does <br />not deteriorate. <br />8. Increased noise will be generated by automobile and truck traffic. Operation of <br />the shopping Center must be in compliance with Washington State noise regulations: <br />9. Exterior lighting shall be designed per I.E.S. standards with the luminance distance <br />to minimize light and glare to extent feasible on contiguous properties. <br />10. A detailed landscaping plan must be reviewed and approved by the Planning Department. <br />Occupancy permits shall not be issued until all required landscaping is installed. <br />11. specifics on the signing requirements proposed for the shopping center shall be <br />submitted to and approved by the Planning Department prior to issuance of occupancy <br />permits. <br />12. The applicant sliall be required to maize a contribution to the City's utility fund <br />for the purpose of assisting in the construction of an enlarged South End Sanitary <br />Sewer Interceptor. The existing interceptor is nearing capacity and must be upgraded <br />in the near future to accommodate new development such as this project. The Public <br />Works Director will be responsible for determining the applicant's exact financial <br />share in this sewer project based on an equitable formula to be applied to all new <br />'development within the interceptor project benefit area. The applicant will male a <br />payment in a form acceptable to the Public Works Director prior to,the issuance of <br />building permits for the Mall expansion. <br />13. If building permits are not sought or received, the applicant shall be required to <br />restore the cleared and graded portion of the site to the pre-existing condition to <br />the maximum extent feasible. <br />PROPONENT LOCATION OF PROPOSAI. <br />Roebling Management Company Adjacent to existing Everett Mall; west <br />1G12 South Broadway of I-5, Southeast of South Droadway <br />Everett WA 98201 <br />
